n a message to the Legislature making
report on the State University, and urg
ing Its consideration,' saying that the
Unlremlty had reached Its limit, unlesi
further provision is made.
Bill were Introduced in the Senate for
reappointment, of Congressional dis
tricts. There was a rather sharp discussion
' the resolution to investigate the
charges against the achool for the Blind
here, aud that matter was placed In
charge of a special committee. The
charges are made by employees and are
of undue vlolance.
Bills were Introduced In the House to
charter the Duplin and Onslow Railway
to protect timber owners: to increase
the power of county pension boards.
There waa a heated political debate re
garding the petltiona for a fair election
law, one hundred and fifty of which
ave been presented by the Republican
members. Zachary attacked these saying
they were prepared by and circulated
under the direction of Richmond Pear
son whom he termed "at base a trickster
n the mountains of North Carolina as
this State has ever produced. I advise
my Republican friends when they Intro
duce petitions on this subject to cut off
the ear marks of Richmond Pearson."
The Republicans replied that they had
introduced the petltiona in good faith.
There was a lone discussion over the
ill to repeal old divorce laws enacted
Ince 1837. The committee affirmed the
mendmenl that willful, deliberate, per
manent abandonment and separation
for three years "ball be ground for abso
lute divorce; but the Judge can refuse to
rant It if in his opinion there Is col
lusion, and no just ground. The bill
