All the Interest at the Capitol today centered In the pro ceedings of the House. A resolution was Introduced directing the Attorney General to proceed against W. H. Worth Ex-State Treasurer, tor $800, which he pail dhell Fish Commissioner White upon a mandamus by the Supreme Court after an act had been paesed designed expressly to head off the Supreme Court In this matter. It Is this case which brought about the morement for the impeachment of Judg es Furches and Douglas. Ebbs, Republican, one of the members of the Judiciary Oommlttee, sent for ward the minority report. He said that there was nothing in the evidence or In the law relating thereto which justified any resolntion either of impeachment or censure and recom mending that no action be taken in the whole matter. Connor, Democrat, one of the sub committee of five of the Judiciary Com mittee, offered a substitute for the reso lution of the committee. The substitute simply said thit the Supreme court as sumed authority or power not conferred by the constitution and laws of North Carolina but which were in derogation thereof. Alleu of Wayne, Chairman of the Judiciary Committee, offered the follow ing for the majority: "That said Judges David H. Furches. formerly Assistant Justice, and Koberi Jl. Douglas, Associate Justice, 'of the Supreme Court of North Carolina, be impeached for high crimes and misde meanors of office." Several hours of speaking followed be lDtro luctlon of the resolution. But Some Fire Resulted Over the Bill to Employ Counsel. Special to Journal. Ralkiuh, Feb. 14. UUpeasary For Tarkoro. Tax on Insurance Keeelpls. HiLKiuH, February 14. Senator Oud cer of Buncombe, apeaklng today about un- the threatened lynching of four men at Asbevtlle, said: "There really was never anything serious about il, but the sheriff thought li aertoua A lot of boys at tempted to worry tbe sheriff." Secretary Richard H. Lewis of the State Board of Health aays compulsory vaccination in Caswell county has prac tically stamped out the small pox epi demic there, and that compulsory vacci nation has been ordered in the section of Greene county in which there is an out break. It was expected that this month the officers here of the Seaboard Alr-Llne ould remove to Hamlet, but advlceB are that the movement Is postponed. Tbe new arrangement for awarding the public printing, that ,1s by a special board, appears to give general satisfac tion. Tbe legislature was anxious to be rid of the responsibility. The committee reports favorably a bill giving Tarboro a dispensary, There is a great movement for a dispensary at Charlotte. Representative Willard has introduced a bill making the tax ongross receipts of Insurance companies ii instead of 2 Troops At The Inauguration. Washington, D. C. Feb. 14 Lieuten ant General Miles has completed ar rangements for the participation ol United Slatea troops In the Inaugural parade, and the necessary orders were siued today. All the available regu art lu ihls vicloltyTiUDiber 1000, will be in-line. It Is also propesed to have no battalion of Porto Rlcin native troops in tbe parade, provided H can be June without great expenee. Tbe cadets tt Wet Point and Annapolis also will be here. THE ELECTORAL VOTE. per cent. I bus far SOU acts and resolutions of the legislature have been ratified. Three- fourths of tbe business which the legis latures take up could readily be done by he county clerks and the secretary of state; but the legislatures go on in I he same old way, learning nothing by ei perlence. There are forty-two committees In the bouse. The committee work la much harder than that at the regular sittings of the legislature. THE MARKETS. The following quotatiens were receiv ed by J. B.
