Tbe bill is to establish a high way commission, composed ot the commissioner of agrl culture and the State geologist, to serve without additional pay; these to select a secretary for the bo.rd of agriculture and to have authority to employ a com' petent engineer. Tbe commission will have charge of constructing and repair' ing highways, public roads, bridges, etc It will confer aod advise with county nd township authorities.
