Special to Journal. Raleigh, March 14. A sensation was created in the Legislature, and also throughout this city, this afternoon, by Governor Aycock's announcement that William H. Martin, who for four years, up to March first, last, was clerk in the State Treasurer's office, had defaulted for at least $4,000 and had confessed bis theft. The money was stolen from tho Pen itentiary fund by raising warrants. The crime had been going on at least a year. Martin was arrested immediately, an4 is In jail in default of a $4,000 bond. Martin during the Civil war was Major in a Now York regiment. He was for sixteen years chief clerk In the Revenue office, here. His age is about sixty years. It is believed that Martin contem plates tuieide, as he says he will never go to the penitentiary. He is under bond in a9urety Company for $30,000. C, a small town on the Seaboard Air Line, 81 mNes from Wilmington, where ho caused tho arrest of H. T. Allen, alias Dr. Alton and M. Allen, a middle-aged man employed a) a printer on the local newspaper. The charge against him is fraudulent use of the malls in that be advertised eilenslvely the sale of certain recipes and offered as a prize with each order fao simile bills to the amount of $15, which he said were printel on genuine "B. N." paper and could not be told from the genuine article. The bills in reality were Confederate nolos and Allen numbered bli vlctlmi from Maine to Mexico, seroral orders having been received from New York State. There are over 400 students at Shaw. Last year there was a notably large falling oil In the number of crop liens and mortgages.
