The Governor presided as ex offlclo chairman. The members of the board are B. C. Beckwith of Ralelgb and B. W. Ballard of Frankllngton. The board has to do with tbe Atlantic and North Carolina and North Carolina rail ways, in which the State has an Interest It did nothing today but organize, elect ing P. M. Pearsall secretary. Its first work will be an Inspection of the At lantio and North Carolina railway. The murder trial of a deputy sheriff here has drawn considerable crowds, but the real event of the week will be the trial of Haj W. H. Martin, the default ing ex-clerk at the state treasury, whose thefts are fonnd this far to aggregate $15,0000 from the penitentiary fund alone. Martin was in the office four years. When, after the discovery of his stealing, ex-treasurer Worth asked him if he had been stealing the entire four years, he replied that he did not remem ber. He declared with great posillve ness, however, that bo had stolen only the fun'l. Ex-Gov. Russell a few days ago told your correspondent that two years ago be had said to treas urer Worth that he suspected Martin and would not to have him in his oltlce. This Is a th Wing little village In Pamlico county, about thirty miles below New Bern on tbe Neuse river, at or near tbe mouth of Smith's Creek, where it was founded about eight years ago so we learned, and up to four years ago, there was only a population of about 150 people, now there are 112 families, and a population of near 600 souls, with reveral progres sive enterprises, and more in view. Among those already In operation sre, three saw mills, two dredge boats, seven stores with g ods, bslf dozen more to commence soon, livery stables, oyster factory, ono fine church, M. E. South, three others. Missionary Baptist, Dis ciples and Free Will or Christian church under construction, one p'O -perons Sunday Schxil, with a member ship of 106 pupils and 15 officers and teachers, a splendid school, and an ex cellent Academy building, not quite fin ished, with a regular attendance of 60 pupils at this time, Wbeelrlghl, Blacksmith shop, Telephone office lines from heie to New Bern and Washington N. C, and Norfolk Vs., line of Bteamers, Old Dominion Steam Ship Company dally, also Southern and Norfolk lines, etc. Of the 600 population, only about 40 are colored people.
