Hoke, to Mr. Alexander Webb of Raleigh and Ashevllle. The church was beautifully decorated, and a pyramid of 100 wax tapers made the altar brilliant. It was a rose and white wedding. The bride was gowned In wbltt satin and her veil was held by two superb solitaire - diamond pins, the gift of her uncle, Mayor Robert Tan Wyok of New York. Raleioh, April lT.All State institu tions are by the new law forbidden to Incur any debts, but the same act pro vides tbat the Council of State may au thorize an allowance of funds to meet any emergency. The Council met this afternoon, ar.d allowed $25,000 to the Western Aajlum, to prosecute the work on the new build ing, the need for thin beinq urgent.
