There are now 17 smallpox cases at the pesthouse near here two of these white. All pave 5 will be discharged tomorrow. ' The federal court met today. The regular work on the docket! begins to morrow. There are many "moonshiu ing" cases; yet hardly so many as usual. Rer. Dr. J. J. Lafferty of Richmond preached the baccalaureate sermon be fore the graduating class of the Agri cultural and Mechanical Collage yester day morning at Edenton Street M. S. Church. His trenchant and witty words gave the audience many a smile. Yesterday afternoon special cars left here for the Memphis Reunion of Con federate Veterans. Three Raleigh ladies went, Mrs. Garland Jones, Miss Mary Turner and Miss Mary Mackey, but not a Raleigh veteran. Two or three veterans went from his county, and quite a num ber of adjoining counties. Last night Ool. A. B. Andrews went. It was ex pected that four or Ave would go from here, but they failed to show up. The board of agriculture moets to morrow. It will accept the resignation of immigration agent John W Thompson It is not probablo that it will rill the vacancy, as no immigration can be se cured. The board will also make ar rangements for the exhibit at the Charleston exposition. The annual address to the alumni of the Agricultural and Mechanical college was delivered tonight by E. 8. Harden of Wilson In tho agricultural building. It was followed by a banquet at the col lege. 1 here are hardly any cadets left; not over 511. They nearly all went home Saturday. Only a handful were at church yesterday, and moat of these were la citizens clothes. There is a lut of criticism of the departure of tho ca deis liefore commencement. It makes a bad Impression on the public. There ere about 275 cadets. It Is not yet known when tho State text book board will moet. It may do so tills wock. Many agents are here. So Says Supreme Court of Constitution in Its Decision of Porto Rico Cases . 'i Special to Journal. Washington, May 27. The United States Supreme Court has filed a decis ion In the Porto Rico cases. The Court has held that the Govern ment's contention that Porto Klco was foreign territory at the time tho tariff bill passed, Is incorrect, aud that the constitution follows the flag wherever It waves. This opinion is opposed to the conten tion of the government. The Court concludes that at the time duties were collected Porto Klco was not a foreign country, but a territory of the United States. Justice McKenna delivered the dissen ting opinion, and was joined by Justices Shlras and White. The judgment of the Conrt concludes, " We are unable to acquiesce in the as sumption thst territory may be at the same time both foreign and domestic." Low Land Crops Destroyed on Penitenti ary Farm. lUi.ruoir, May 27 The ' Caledonia'' farm, bought by the Slate In lfiMI, for the penitentiary. Is flooded. A forty foot dyke gave way. Gov. Aycock says all the lowland crops on the farm luclud ing 200 acres of very fine wheat, are gone. Tho flood In tho Nouso river is great. The rain fall in these quarters of an hour Saturday night was nearly 1) inches, and the Neuse was yesterday afternoon 0 inches higher than it was last wock. Many farmers are almost In despair. Uuln set In again yesterday afternoon, and continued today. All farm work is stopped. Tbo streams ol all kinds created fresh havoc yesterday, as a result of Saturday night's rain. The lightning tore the tied posta to pieces and stunned Mrs. Powell and children, yet did them no further Injury.
