Governor and Hrs Aycock expected to leave for Morehead City' at 8 o'clock this morning, but on account of a heavy rainstorm waited un til this afternoon. Tour- correspondent met tne Governor at his office this morn- and his Excellency said: "I am officially advised by an association at .Seattle, .in the State Nf Washington, that It Is formed for the purpose of 'preventing lynchlngs and that it offers $500 reward for each and every person concerned in any lynching. I am also officially noti fied that it has offered such rewards for each and every participant In the lynch lngs this year at LaGrange and Smith- field, and that It has put up the money. do not care for outside aid in securing law and order In North Carolina, but have positively decided that hereafter, no matter what the crime may be, I will offer t400 reward, which is the limit under the law, for each and every parti cipant. I recognize that there is a crime for which the penalty is certain'" death but the criminal mast be hanged by the law and not by a mob. Lynching has got to stop in North Carolina. I ask you to call on the press and the preach ers In the State to stop the tendency to ward lynch law. It is a great blot on the State." The Governor has for some time- been waiting to make this declaration. He now makes tt fairly and squarely. It Is a new departure. His hope has been that no lynching would occur during his ad ministration. There have been three the two. named and one of a negro In Cumberland county. Great Fire in London. Los don, July 18. A fire at the West' India docks today destroyed a number of huge sheds and their contents. The damage is estimated at from 100, 000 to 150,000 ($800,000 to $1,250,000) Suaar and timber warehouses were In volved In the conflagration. The Custom house -was damaged but the vessels In the Jocks were removed to safety. Burned Smallpox Hotel. Joi.itT, 111 , July 12. This has been a most exciting day hero. By an order of the city authorities the Blssell Hotel, large wooden strjetura, was burned to destroy traces of smallpox. Three other buildings took fire, but the flames were extinguished. Among them was the Gorman Evan gelical Church. Fifty people, mostly negroes, were made homeless. During the progress of the fire three barns In another part of the city were totally de stroyed.
