("sppropo") of Judge Blmson Baldwin of the Supreme Court of Connecticut, who In an able speech, advocated a revival of the "Pillory Law" la Connecticut; and the next Legislature did pass , a law for giving' "10 to 80 lashes,"; foe all crimes, save those of mur der, arson, and rape. The Judge took the solid ground, that the penitentiary is simply an "Asylum," for hundreds of base law breakers, who the tax payers of the state had to feed, clothe and shelter, and make comfortable both winter and ununer, and have a doctor at their call. Let me ask, does not these plain fscts apply to North Carolina t Does she not need a law closing the doors to law breakers, especially of the minor class f Does she not need to follow Connecti cut's example, and arrange to administer the proper "Panacea" to evil doers f An old gentleman at my elbow said that In his early day, this 10 to 20 and 80 Panacea, was used In North Carolina, and It never had to be administered a second time to same culprit. It wss a final cure. He added that Little Dela ware, never has repealed her "Pillory Law" and statistics show that crimes sre 78 per cent less In Delaware, than in any other State In the Union. This writer, while In New York City vlslted-the Tombt Court, on a Sunday morning, with a lawyer friend. The room was crowded by culprits, and po licemen. No. 24 was called and answer ed by policeman, who Brought forward a dumpy Irishman. The Judge asked, what's his offence, "drunk, and broke a bottle on side walk" said the policeman. Two months on Blackwell Island said the Judge, to pick oakum. Dumpy's countenance gloomed, and while scratch Ing hit head, said "kant yer honor, plaze make It four months.lhe winter Is coming on."
