The legislature InJ 1801 enacted a law, intended solely to prevent the ex odus of negroes from the State. , This Imposed a tax of $1,000 in all the negro counties,' "Peg Leg" Williams and the .other workers-under him left at once. The matter later came up before the Supreme Court and Chief Jus tic Shep herd delivered the opinion, to the effect jthatf the act fas not valid, as It did not (apply uniformly to the whole State and further because It was prohibitory and hence at variance with the constitution. Ia 1899 the legislature repealed the act. This year in the revenue act there Is Im posed a tax of 925 on emigrant agents, A man named Bunt was arrested at Winston for not paying this tax.
