The reviews of the last quarter's prog. ress which constitute the main section of the January-March number of the Forum cover, as usual, the leading de partments of publlo activity, especially In the United States. The most promi nent place is given to Henry Litchfield West's review of "American Politics," including, of course, the Congressional elections, and this psper is closely fol lowed by a similar account of "Foreign Affairs" from the pen of A. Maurice Low. Of no less Importance Is the de scription by Alexander D Noyes of the quarter's movements In "Finance," con cluded as it is by a careful estimate of future probabilities. Ossian H Lang writes on "The Educational Outlook," and the editor, Dr J M Rice, sets forth under the heading of "Educational Re search" the conclusions to be drawn from his own investigations, previously recorded, into the causes of success and failure in the teaching of arithmetie In public schools. The present issue is completed on "Waterways, an Econo mic Necessity," by Prof. Lewis M Haupt and on "The Passing of the American Indian," by Thomas F MlUard. Hachct Powders at Davis. New York, January S Following the advance of the weekjthere was the Inev itable Saturday realising. Holders who had good profits took them snd selling was more than enough to supply the market wants. Liverpool advanced at opening about 5 points and then losing about all In a way discouraging some of the trade here at opening. Selling abroad was due to profit taking and here same cause. Then too, Houston for Monday loomed-up about twice as many lsst year. A large quantity of cotton appears around bk ana January ana March ran along rather close most of the time. Spot sales in the Sooth were very heavy yesterday at full prices, sad as long as the demand continues In face of light movement, It will be safe to buy on all recessions. There is likely to be break again Monday. Prices have been rushed rapidly and the market may be cleaned of the short interest. On s good break of 10 or 20 points we would begin to boy, for the bresk can hardly amount to much. Receipts are not on a scale to re-assure spinners in a day. It will take a large movement for some weeks to change sentiment. Don't be lieve In the small crop estimates and look Increased estimates later. Senti ment it now bullish. Amount In sight for week wss 20,000 bales behind last year and excess over lsst year Is now only 71,00 bales, This is not enough to encourage eleven million bsle estimate, snd without such, prices sre more likely to go higher. Until the movement is such as to turn sentiment we believe In holding to the bull side. J. E. Latham x Co. Hudnut's Agency at Davis'.
