today, Mr. King, of Pitt, Introduced a
bill to amend a chapter la the Constitu
tion, the people to vote on the question
at the next general election. "
The proposed amendment Is as fol
lows: '
Beo. 1- That See. 2, of article 9, of the
Constitution of North Carolina be, and
is hereby amended, by striking out the
list clause of said section which reads
as follows, "But there shall be no dis
crimination In favor of, or to the preju
dice of either race."
Sec. 2. "That It shall be lawful for
either race-to be taxed separately and
solely for the education of Its children,
but In all cases there must be some pub
lic school facilities offered the children
of eaoh race." .

ing the Sanitary condition of said city,
said Aldermen,' bay require the Citi
zens living along the line of the Sewers
of said city, to connect 4betr drains,
premises or Other pipes with said Sewer
age, and tn all cases, when required to

Sewers, or owning property along said

neglect or refuse to connect their said
premises, .drains,; or other pipes, with

the water, sewer, and electric light sys
tem, of the City of New Bern, a commis
sion to be known as the "Water and
Light Commission" Is hereby established
That this' commission shall consist of
three (8) members,: who shall hold their
terms of office six years, except that the
first appointees shall hold respectively
for the period of two (8) years, four (4)
years and six (6) years, and until the
regular election. And that until the
same shall be elected by the people as
here-ln-efter provided, J. O. Scales Is
hereby appointed commissioner tor the
term of two (2) years,- William Dunn Is
hereby appointed commissioner for the
term of four (4) years, and 0. T. Watson
IS hereby appointed commissioner for
the term of six (8) years, and In ease any
vacancy ocouring otherwise than by ex
piration of the term, 'the commission
shall elect to All out the un-explred
term.' That at the regular election for
city officers In the year 1905 and each
second year there-after a commission
shell be elected by the people of said
City of New Bern, In the manner and
form by wards as now provided for elec
tlons held In the City of New Bern
under its charter and the laws amenda
tory thereto, and such person so elected
shall hold his term for six (6) years.
Said commission shall' organise by
electing one Of lie members chairman
and one of Its members Secretary and
Treasurer, whose terms respectively
shall be for one year.
That tbe said commission shall have
entire supervision and ontrol of the
maintenance, Improvement, and manage-
ment of the said systems, and shall fix
suoh uniform rates for water and lights

any person may appeal from Its decis
ion as to rates to the Board of Alder

shall be final-
