Attorney General Gilmer today gave an opinion from what may be called a case of double office hold lng. He decides that where a person holds one .office under the State, and Is elected to another office the acceptance of the seoondtofflce vacates the first. In the casein question a director ot the school for deaf mates at Moreanton was elected chairman of the board of com' mlsaioners of Buncombe county. It ap pears that he desired to hold both posi tions. The Joint committee on insurance de cided to favorably report Senator White's bill prohibiting the writing of sny fire Insurance except by agents licensed by the State. A number of manufacturing and other concerns have been in the habit of giving their Insur ance to a broker In New York, who would send the policies to some local per son and then make the latter divide com missions with him. The bill Is Intended to put a stop to this practice. Tin bill was reported to the Senate today. There was also a favorable report on Senator Godwin's bill providing for the appoint ment of fire Inspector, the establishment of fire limits and regulations of buildings within such limits In Incorporated towns to which only the bill applies. The total Increase of appropriation which the educational and charitable In stitutions ot the State asked for Is $337, 000. The chief clerk of Insurance commis sioner Young left today for Wllllamston and Grlmesland to Investigate the recent fires at those places, which are claimed to have been Incendiary. Your correspondent had a special In terview todsy with State Auditor Dixon regarding ta,matters. The auditor said that the tsx rate In the new revenue act would in all probability be the same as at present, that is 21c on thetlOO of pr, p erty for State purposes, 18o for school), 4o for pensions; total 43c. He expect a large Increase In the new valuation of. property under this year.s assessment and In the whisky tsx, and ssys that If the law Is now favorably reported by the finance committee passes the Legislature the State will get at least $100,000 la taxes for Itself from whisky, where as It now gets only some $5,000 or $(,0J0. The public scbooli get now about $70,000 from liquor. Under the new law as pro posed counties are to make their own levy for an amount equal to that of the State; in other words the schools will get $150,000 from this source, the same amount the 8:ste will probably get The general opinion Is that there will be a great increase la this year's assessment of property.
