EXPOSITION BILL TURNED DOWN Private Contribution Hakes Exhibit at St Louis Possible. RiXEion, March 9. There was s bill before the legislature to appropriate $30,000 to the North Carolina exhibit at the St. Louis Exposition. This failed to pass. Today the following joint resolution was adopted: "That there be appropri ated out of any funds In the treasury not otherwise appropriated the sum of not lexceedlng fifteen thousand dollars ($15,- 000) for the purpose of providing an ex hibit for the Bute at the St. Louis Ex position in 1904, which appropriation shall be used under the direction of the oonnotl for the 8tate. Provided, That this money shall not be expended except In the event It is foreseen by the Governor and council of State that there will be no deficit In the Stste Treasury for the years ot 1908 and 1904. Provided, That no portion of this money shall be expended except In the event that an amount equal to that por tion shall be raised by subscription for the purpose herstn set forth, and until as much as five thousand dollars has been so raised and deposited."
