There was a rapid decline In the temperature here this awrning following closely on a wind ad rata storm that oocurred between s and 7 o'clock. Up to that time It was as pleasant aad balmy as a May day and by t o'clock orercoats were In de naad. The date for the municipal and city extension election has been changed from May 4th to May 5th to conform to a recent construction oT the election la by the Supreme Court. The suggestion recently made of Hon. Marion Butler for Republican State chairman la not regarded favorably or very kindly in this section of the State. With Bntler at the helm it would be no tame affair the next election, for in the light of past experiences we might ex pect vigorous aotlvlty in the opposition even If the opposition were small. Re-' publicans here declare Judge Frltch ards slate wlllnot go through wlthont sharp contest at Greensboro next Thusday when the Republican execu tive commtttee meets. There aramany Who do not want to continue Frltchard in virtual power and authority by allow ing him to make his son-in-law Thomas S Rollins, the State chairman. Several western Republicans like R Z Llnney. Judge W P Bynom, X Spencer Black burn, Thomas Settle, VFLusk, Tyre Glenn and others are said to be opposed to the election of Mr Rollins on the groand that Ihe party needs a new deal In State politics. The opposition to Mr Pritchard's selection for national com mitteeman is even stronger. This ap pears to be principally becaase Mr Wal ter also halls from the western part of the State and the eastern Republicans say the national committeeman must come from the east. Judge Tlmberlaka and Judge Robinson are spoken of and It was said yesterday that Robinson was likely to be elected. Judge Frltch ard is expected to attend the meeting snd a lively time Is contemplated. ' The store of Mr. H. D. Band, at Gar ner, live miles from Raleigh, was broken Into about three o'clock a. m., and the safe blown open. About 40 In money was stolen, also a lot of postage stamps. It seems the postmaster need the safe In Mr.r Rand's 'store to keep valuable, Several registered letters In the safe were aot molested. The work was evi dently that of professionals. The safe door was blown entirely off the. hinges. - Senator StmmOnTo'as been notified by the nary department that he has the nomination of a cadet to the' naval academy at Annapolis. If I should fall to receive the nomina tion or am bought off by the other can didates, even then I would not have it forgotten that Big Bill still has" on hand a fine lot of No. 1, hand-made hoar,l shingles. Respectfully, Bio Hill, The Shingle Man. bur line of ladies shoes is complete, Bluchers extension soles, Oxfords oral) kinds and the swellest line of sandols In the city, prices all right E. W. ARMSTRONG. Business vs Sentiment. Tomorrow, the Democratic voters of New Bern will exercise the privilege of selecting the next Mayor. For many weeks, the Journal has voiced the correct sentiment; It has urged the need of business methods for the government of the city, and as a cor ollary the selection of a business man for the position of Mayor. The City government is as much a business institution as any morcantile establishment, and can no more be suc cessfully operated by sentiment than a prlvato enterprise. Sentiment should have a very secon dary place In a matter of this kind, and the man who is a failure In hU own bus iness affairs, ought not to be placed In charge of the city's business. For successful government, the city needs as Mayor, a man sound In body as In mind possessing mental and physical virility, with a knowledge of the city's needs, a familiarity with Its affairs, that the mistakes of others may be avoided, needed remedies applied, and reforms In augcrated that will result In Improved moral and physical conditions, such a. nun should be exceptionally free from the influence of any coterie, clique, or "ring"; should be untrammelled by prom (see, free from obligations, and thus be enabled to carry out such measures and reforms, as the best Interests of this community may desire and expect. There are suits, Involving large amounts, pending against the city," and their defense not only calls for astute legal handling but also requires an In corruptible and firm man as Mayor, that cannot be swerved from performing bis whole duty becaase of fear or fa vor. In presenting the name of Mr Thos F MoOarthyJor this position, we claim that he possesses all these requirements, and measures fully to tbe standard here in set up. Of pleasing and courteous personal! ty, modest demeanor, possessing floe bus bies! qualities, a property owner, the manager of a successful mercantile es tabllsllment, One moral' character, he possesses every requirement that may be looked for in choosing a head for our City Government , Bis admirable management of our Qlty Cemeteries for the past few years, Is SB Indication of the earnestness and Intelligence with which he performs a publlo daty and is aa Indlce to his high oonoeptlon of publlo service. 1 ' Those who know him best, admire hlmaiost, for his sterling qualities of heart and mind,, and are .most anxious and antkuslaetlo for hit success. "Ai He has for years hsea one of the lead ing spirits of that most successful few Bernj Institution, The Building and Loan Association, and bis associates at tribute to him- no Utile, of, the success (hat pes attained, ',..& , conservative,, firm, practical, -v thor oughly conversant with the City's needs and requirements, he presents tor oar suffrages, a lull rounded, exceptionally well llted candidate, whose election will be a deserved recogultlok of modest merit, and superior Qualifications. . , JU ft to be hoped that 'il there beany prejudices, (necessarily non-essential la a matter of this kind,) that they will be held In abeyance, and that tbe patriotic oltliens of New Bern will subordinate them to the city's welfare by toting for nr. A NEW DEVICE. Residence Boxes For Greater Facility In Collecting and Delivering Mall. The Signal Mall Box is a very neat and convenient device, the use of which has been sanctioned by the United Slates post office department. It Is a box for the convenience of the city mall carrier and the citizen. It Is attached to one's door or house.
