treaty rights of all Nations In Manchuria
The note disclaims the right of the Rue-'
slan t or the Japanese governments to
discuss the future of Manchuria aty
more than the future of the Philippines.
It Insists that Manchuria belongs to
neither country. - .
The Japanese government has made
an official announcement that no troop
have been landed In Korea, and there is
no present Intention of doing so.
The Russian note has had a quieting
effect In all capitals and the opinion is
strongly expiessed that the matter wll
be amicably settled. - -
