full Insurance upon their property, ai
well as the leas cost of premiums which
wonld have to be paid for Insurance. -
Under the present Fir Department
Bervlce in New Bern, no Insurer can ob
tain insurance on his property for oyer
three fourths Its valuation. Every house
holder, the owner of buildings, or mer
chants who have large stocks of perish
able goods, can understand and appre
ciate the effect of this rule, which the
Insurance companys have adopted for
their protection, under the volunteer
fire service which Is given this city.
Owners of perishable property insure
their property In order to secure them
selves against a loss which they cannot
absolutely guard against. Every In
surer wants, first, the pecuniary protec
tion whtoh first class fire Insurance
guarantee, and second, If a fire loss oc
curs, the Insurer desires simply to be
made good by his Insurance, foi tie ac
tual loss inflicted.
Under the present Fire Department
service, the Insurer In New Bern must
lose, If his property Is destroyed, one
quarter of It. And to secure even three
quarters protection. It coats a much
higher proportional premium rate, than
it would cost with a paid Fire Depart
ment servloe.
This city has out grown In every way
Its present volunteer fire service. This
U recognized on all sides. Other cities
In this State, notably Greensboro and
Aahevllle, are seeing the same situation
in their cities, and seeking to adopt up-to-date
methods, which can only be
found In a paid fire service.
This paid Fire Depatment service for
New Bern, can be easily adopted. There
are na violent charges to be male, bo
changes involving special expense upon
tas payees. Whatever expense may be
found In the change will (rove mnch
lees tax upon the tax payer than if the
present system be ooatlaaed, and the
high fire premium Is to be paid and the
three quarters loss clause la Iniaraaoe
