A cablegram from To klo says that General Kurokl has ad ministered a complete defeat oa the Russians nnder General Kuropetkin near Somentie and lhat all the Russian positions East of Hal Cheng have been abandoned. Beyoral gnm have been taken by the Japanese and a whole squadron of Cossacks taken prisoners. The above telegnm may be a greatly exaggerated account of the fight at 81m atii, thirty-five miles north of Feng Huang Cheng, which lasted three days, and in which the Russian force was de feated. y The Teachers Institute. The morning was devoted to the dis cussion of several topics of Important Interest to the teacher. Miss Ganen led the first part of the session and Col Holladay closed. In the afternoon Superintendent Brlnson spoke on the teaching of Civil government, and Mr Foulk made some remarks on language lessons. A meeting of the society for the Im provement of school houses and grounds was called after adjournment. The re ports from the various schools were very encouraging and it was shown that much good has been accomplished by the society. The bond required to be given by the Atlantic and North Carolina railway, under order Chief Jos. tlce Fuller, was signed by James A Bryan, C Duncan, Dempsey Wood, J W Grainger, Henry Well and L Harvey, and though officially for only 15,000, is for $165,000. As soon as It was prepared it was taken by Attorney General Gil mer and his associate counsel Busbte and Fuller, to Federal Court, where they offered It, and Attorney General re quested Judge Patnell to pass upon Its form and sufficiency, according to order of the Chief Justice.
