Bis parent!, Richard N Taylor were New Bern peDple, and the father was for maty j ears an elder In the Pres byterian church. His wile was Miss Stevenson, aunt of M DeW Stevenson. William Taylor built the brick residence now occupied by R B Nixon. Mr Richard Taylor moved to Mobile, Ala., in the early seventies and died there. He had three sons, two of whom are prominent In railroad business. He has-Seen highly honored by the University of Edinbnrg which conferred on him the degree of Doctor of Law's tbia summer. , At this occasion- he was the gueet of honor at a banquet given by a member of the faculty of that Insti tutlon. Bpeclal to Journal. Wilmington, Jihy i7. The election under the Watt's )w alter a very heat ed campaign resulted In a majority of 690 against dispensary today. The flec tion was the most quiet ever known and a full vote was cast. - y The beat of feeling prevailed and there is no contest over the result. The majority in favor of distilleries being conducted in the .corporate limits Is 1,406; the-dispensary people . conceded their defeat as early . as 2 o'clock today. They assign a number of reasons but charge no unfairness. This morning there was a -parade of boys around the polls with banners but the demonstration appeared to have had lltllo effect. Ladles served, lemonade and lunch during the day from booths In the vicin ity of the polls and In the fifth ward an organ was placed and children sang gos pel hymns. The large majority was ent:rely unex pected but the saloon men are m iking no ado over the landslide. Russia Gets Careless. Washington, Jaly 26. The Japanese legation today received the following cablegram from the foreign office at Tokio: "The story told by the captain or the British steamer Tlslnan, which has ar rived at Yokohama Is, as follows. "My ship on the way from Manila to Yokohama via Hong Kong was stopped by three Russian men of war July 24 at a point 29 miles off the coast of Izu and after an cxamina ton' of the cargo a allowed to proceed to Yokohama. At the request of tbe Russians the Tialnan took. on board more than twenty sailors of the crew of tin steamer Knight Com manddr and brought them to Yoko hama. According to the crow of the Knight Commander she met the Russian men of war on July 21 off the coast of Izu. The Raaslan cflloers after examining the cargo took the captain on board one of their vessels and ordered tho crew of the Knight Commander to leave thsstesmer Riving them ten minutes for that pur pose. Immeolately upon the expiration of that time they fired on the steamer and sank her. The Knight Commander was on her way from New York for Yokohama v'a Shanghai aod hid on board railway material and coal. The crew reports that they witnessed the sinking of two Japanet e sailing ves sels by - the Russian men of war.
