' :H0NSTER PETITIONS.
Before Legislature, Te Collect Debts
And Agalmt Merchant! P!
- . chase Tax. Great Deal."'
' . " . ; .- Liquor Agitation.
Balelghan. Mlh, 1904.
Two monster petitions have been pre
sented to the letUlature bjthtmetchtste
oTNorth Carolina and aext Friday they
are to have a hearing before the legtala
tlve committee. One petition baa five
thousand aignatares end asks for the
enactment of a law for garnishment or
tome other strong method of collecting
debts. The other pettJon has seven
thousand signatures, of merchants and
ski the repeal of what Is known at the
Merchants Purchase Tax, this being a
tax which ii levied upon the amount of
purchase and which the , merchant
claim l really a double tax and hence
unjust. Tab Merchants Purchase tax
has been a subject of much Interett all
over the country and It teema there was
tuoh a tax nowhere else but in North
Carolina. The Retail . Merchant A
oclation cf the State ha takes up both
these matter and will present the pet!
tlont , 260 representatlre member! of the
association to be present The state
auditor bat recommended the repeal of
the part of the revenue act which levies
the tax upon purchases and there Is very
strong pretiure outside of the merchant
for such a course.
Liquor regulation legislation I re
ceiving a very great amount of attention
at the hand ol tbe legislature and the
importance of the matter led to the
coming here of Democratic State Chair
mae Simmons, from Washington In or
der that there might be a full conference
in regard to the whole subject. Borne
score of bill have been Introduced and
others are to come, but the Democratic
caucus will very ful y decide upon the
course to be put sued. The religious de
nomination joining with the Anti-Saloon
League and together these form a most
powerful organization to sweep liquor
out of the state. There will not
be a general prohibition law, thla state
ment belng'made by person In a posit
ion to know, but there will be law
very considerably extending the prohi
bition area, which now covers almost
exactly fonr-fltths of the state. There
will be an Increase la tbe number of
dispensaries, bet thl will not be large.
While the dispensary system it thought
to be much superior to the open saloon.
yet It has some strong opponents. Oae
of ths great objects la the liquor legisla
tion Is to take that matter entirely out
of the hand of those who have played
upon It for political purposes or who
would attempt to do to. The tame view
prcTsils In regard to the question of the
publlo education ef the negro.-Of course
there are extremeUt who do not want'
the negro educated at all.
