The Law to Abolish Compulsory Pilot age Sure to be Given a Hard Road To Travel Insurance Commissioner Collects . $23,000. Important Additions to the Hall of History. Raleigh, Jany 31. In the Legislature this week the bill to abolish compul sory pilotage on the Cape Fear river will be- introduced, and will be sure to provoke a 'great light. Compulsory pilotage was established there in 1784. The bill proposes to abolish it on all coastwise vessels and on all foreign ves sels under three hundred tons, so that there will be only compulsory pilotage the Bar for vessels of over 300 toes, everything else being done away with. Before Judge Purnell today there there was a motion by James H. Pou, counsel for the State, to retax the costs in the Atlantic & North Carolina railway receivership suit. The costs aggregate about $900. It is said that Senator A. H. Eller ol Winston-Salem is to be after the first of next July the Secretary-treasurer ol the North Carolina railway succeeding Daji Hugh McLean, the president in cumbent. It is further said that the rule will be changed so that this of ficial will not be required to resides at Burlington. It is learned that thare is absolutely ny intention on the part of! 'the legisla ture to enlarge the present eapitol, all the ideas favoring the erection of a new building. The House and Senate committees on public buildings and grounds visited the Supreme court, State Library, Museum and store ware houses, two of which are rented at a cost of $800 a year and saw the enor mous quantities of books and records stored in these places, with much dan ger from fire, and also in the warehoust with risk of leaky roofs. The commit tees have not as ye) decided on the kind of a building they will recommend n one building, on the fourth floor there was found to be forty tons of books. To make up a set of reports, for exam ple, now requires trips to four different buildings. Insurance Commissioner Young, dur- ng the present month collected ovei $23,000 which goes into the treasury. Inquiry was made of Insurance Com missioner Young as to the fire losses in this State during the past year. He said that the losses were less than usual and that thanks to the excellent laws the record keep on improving. In almost every other State there is an Increase of losses. The general inquiry and application to enter this State snow that the companies know very well the improved conditions here. The general public has no idea how much the companies like good legislation, like th it in force here, yet North Car olina collects above the average in li cense fees from them. s Commissioner of Agriculture, Patter- son has returned from the New Orleans Cotton Grower Convention and interviewed regarding It, He said It did good work along practical lines, and that he never saw more enthuaaatk body. Thar is practical unamity la the purpose to curtail acreage and bold the crop, and tn bast thinker axpraassJ the confident belief that th plan per fected can be fully carried oat Mr. Patterson says th delegates were rp- rnsenUUr men of th 8mU and that their enthusiasm and " determination show th wkl sprosd feeling fa) the en tire cotton beat and 'that bene b think (a plan win b carried to ful conclusion.
