Flour Sack Thief. Raleigh, N. C, Feb. 8 The first work done by Governor Glenn this morning was to prepare two messages to the Legislature, in one he called attention to the urgent needs of the state so far as immigration is concerned, and of the importance of having at once an immi gration agent and bureau. The other message was about the ne cessity for the immediate enactment of the law authorizing the term of super ior court to be held at Fayetteville this month to be both for criminal and civil cases, in order that it may try Walter Patridge, the negro who outraged Mrs. Hales. The term is now only for civil cases. Ihe Governor hnds that it is impossible to have a special term and that this is the only course to be pursued, As soon as he stepped out or his ol- fice the governor met Mr. Richard H. Battle and your correspondent - and ipoke of the matters. Mr. liattle agreed with him very fully and as to the matter of immigration said it was a great need and that he had heard M i . ames A. Bryan of New Bern in an ad dress here two years ago before the State Agricultural Society say that he had a farm worth $20,000 which used to yield 400 bales of cotton, but that now labor was so scare in that section that only one-plow was operated uion this fine farm. Speaking about the matter of quick trials of lynchers Govemoi Glenn said that he had promised in his inaugural address to do all he could to prevent lynching. Mr. Battle very fully concurred with the views of the Governor on this subject and thought the plan suggested in the message, namely the making of the regular term criminal as well as civil, a very practi cal solution, adding that speedy trials were a prime necessity. Before Judge Purnell today the Kay-1 etteville water works case was argued by a number of prominent lawyers, j This is a contest between Fayetteville and the water company. By the con tract the price of the water works, when the city desired to purchase was to be fixed by arbitration. The com pany was dissatisfied at the terniH of the arbitrators and the place sued to force conveyance of the property at the price named. The case was argued to day on exceptions from the report of the standing master. It la noticed that the cotton mill men appear to regard the labor questions be fore the legislature as settled, that is that nothing more will be done at thin term. John W, Gates, the millionaire who flgurea so much In the newspapers, went to Pinehurst' today, on his private car. John U. Rockefeller has been there three weeks.
