A LIMIT TO RAILROAD SUPER. VISION. The government's looking into the abuses which are to be found in the management and conduct of many rail roads in this country, has prompted President Spencer of the Southern Rail way to say - "If there are abuses, and undoubtedly there have been some, the railroads of this country, I think I may safely say, are a unit in agreeing with the Presi dent that such abuses should be con trolled." Correction which may be sought by President Roosevelt, is not that which governs the physical conduct of a rail road, nor any interference as to their management. The public is not concerned in these, for it is not that direct government supervision of railroads is wanted by the people, but a correction of abuses and a reform in all those particulars, whereby such corporations as the Standard Oil have been built up through rebates and discriminating devices which has made all competition hope less for those who did not stand in the favor of the railroad which granted re bates, or special privileges. The shipper, the producer and con sumer, only ask equal rights for all, then it is possible for competition, then business can be carried on legitimately, which cannot be if there is to be secret understandings with one or two who will receive such railroad rates as to place them beyond competition of those in the same business who do not re ceive them. Accepting President Spencer' s declaration as representative of the railroads, it proves a readiness on the part of the railroads to assist in a rea sonahle and proper reform and correc tion of existing abuses, and this being true, there should be no action taken against them that would injure their business or the communities in which they do business. There is a limit to supervision of the railroads ao that it may not be carried beyond what is actual ly nought to reform, and this supervision ran hardly be said to extend to legiti mate rates that they may ask for their services.
