' Kuleigh, eby IJ.A petition was presented in the Senate for a law mak ing the marriage of girls under 18 larceny, on the' part of thejgroonv Bills were introduced by Ward, giving the corporation commission power to Inspect the physical condition, equip ment and management of railways, and power to investigate all arrangements for the public safety and convenience. Bills passed to incorporate the Tuckas- jegee Railway, the Asheville and North era Railway; to better protect travel Tyrell; to require wide tires on wagons in a number of counties; to al ow magistrates half fees in certain cases. But little of Importance was done in the House. Bills were introduced to ihange the time of holding court in ,'asquotank county; to allow the board jf agriculture to fix the salary of the .ommisaicmor; to incorporate Bellhaven graded schools; and a resolution kinj Congress to enact a law to al ow growers of tobacco to sell leaf free rom any tax. There was debate on the bill to make it a misdemeanor, to give away whiskey on election day within 8 mile of a voting place, It pass ed with an amendment striking out the words "with intent to Influence voter. The weather con tinues Very bad in this section, there having been another aleet yesterday, though a email one, rain following last night and a rising temperature taking away most of the snow. ' The ground is thawed on top, but as yet frozen to a considerable depth. Members of the legislature state that they have a statement from the State Treasurer to the effect that the receipts for thia year and next year, including the Jwdance in the treasury will aggre gate," $4,800,000, and that there will be some 1437,000 in excess, of expenses. From this they are urging that no bond issue will be necessary and some of them offered A bet that there will .be no such issue. ' The-' advocates of bond issue say it is a necessity. It also claimed by the opponents of the plan to erect a new building for a Hall of Records that no step of this kind will be taken but that the matter will be postponed until two. years hence any way' The policy of delay is a very popular one with some members. Tomorrow the legislature will have its first night session. The session considerably more than half over and has certainly been one of the most un interesting ever held, certainly in the experience of yourcorrespondent. -Today the sub-committee appointed to look into the matter of the continu ance of the State Geological Board and Survey met, and State Geologist Holmes appeared before it, very happy to be given an opportunity to show what the survey has done for North Carolina and very full of information on that point. The code commission left out of the new code anything regarding the geolo ical survey on the ground, it is learned that the law regarding the latter vague. It la expected that there will bo a very srreat decrease in the amount of commercial fertilisers used this season, and of course a corresponding diminu tion in the revenues of the agricultural department The sales of fertiliser for cotton will very quickly show whether the growers are complying with the terms of their compact to re duce the use of f ertilixers at least 2ft percent'' CoU Arthur Lilllngtoa 8mith of Char' lotto has presented to the Hall of His tory one of the ammunition boxes used oh the Confederate Ram Albemarle, and it has been placed with the other relics of that vessel, which played such an Important part in naval operations in this state, until it was sunk. Major Joseph M. Morebead, tne presi dent of the Guilford battle groand com pany has presented to the Hall ef His tory A auperb collection of photographs i this tra ting the various ; monument which adorn the grounds, which by the way are the only onea, so far Aa Revo lutionary battles are concerned, which are properly kept and marked through out the South. Bis devotion to the work is monument to his patriotism and seal, twin National ana state.
