The Associated Press has definite knowledge thaf several days sgo President Roose velt was authorised on behalf of Japan to waive all claim for indemnity or re imbursement for the cost .of the war, and to cede back to Russia the north half of Sakhalin' island, "leaving the redemption price of the same to the arbitration of ! a. mixed commission. This statement'was .transmitted to the Russian Emperor through the Ameri can ambassador at St. Petersburg. . An Associated Press telegram an nounced that the .. Czar's reply a was "partially responsive." There . is reason to believe that this proposition on behalf of Japan was not -clearly un derstood at Peterhof, but was sup posed to be a revival of the effort of Japan b secure an indemnity under ths guise of purchase money for the fraction of Sakhalin. This property of cobalt salts has been applied to the construction of floral hygrometers. - The petals of artificial flowers are tinted with cobalt salts aiid vary- In color from blue to pink according to the weather. Their action Is different from that of a ba rometer, which Indicates a change of pressure of the atmosphere and STalso usually behind the change of weather. The following extract from" the ac count of the recent lynching appeared in your issue of August 29th, towit: .-"A fact worthy of -mention' at this time is the attitude of the colored race toward this affair,-' A great marry of the best known and respected negroes approved of - the lynching, Admitting freely that there must be more atten tion paid to the criminal negro. ; The respectable colored people complain that they are Imposed on by the lawless class of their rac because the measure of confidence which is justly their due is denied them, thus impeding their usefulness to a great, extent They would approve of more stringent laws against criminals and more active en forcement of the same." ' -, -- The above is a grievous mistake in sofar as it represents tn attitude of the colored people toward- the crime of lynching. - There has been no approval by them of mob violence in any form. ' The school is to be congratulated on this eminent ad dition to its faculty, The interests of music will be served to the Very higb est degree. 1 -" Herr Heink has occupied high places in the musical world fa this country having been director of the tltica Con servatory and also head of the Depart ment of :. Interpretation '' of Chicago Conservatory. - To bis reputation as a pianist is add ed that of a singer, whose line baritone voice is characterized by great purity of tone, as well as depth, power, and melody. " , ' - . - In his dual character as pianist and vocalist, Herr Heink has won a wide spread reputation, i. both- in Germany and America, by piano and voice rei citato, in which his delighted audiences have been charmed alike by his inter pretation of the classical and the modern romantic music. The Richmond Times-Dispatch says of Mm: ife v' :-':.:'v" It U hard to find an artist of distin guished ability as a pianist, who is gifted also, as Herr Heink, with gen erous other .talents, and with,'a voice that enables him to lighten - the pro gram with songs, from English favor ites to German Lieder. The humorous songs, Which he rendered with sterling effect , gave untinted pleasure to the audience. His technique ss a pianist i . magnificent, and his interpretation worthy of high praise. His own com positions, Minuet in A major, Remem brance, and Marche - Militaire, were very bright and pleasing, while the various Bonga gave - a variety and brightness that were most enjoyable.
