Are the present conditions to continue? Will they . grow worse? Can government; help solve, the pro! lems of the housewife? If high prices have come ta stay, how can plain peo ple best meet them? i - V, i A million ' housekeepers In New York were moved to anger by Supt'. Reichmann's revelation of the extent to which false weights and measures add to their difficulties. It is bad enough to pay high prices without paying for the butcher's little finger resting on the scale' pan or getting fourteen ounces of sugar for a pound. The Times, in comment, upon Mr. Reichmann's statement says that "the average cost of living is less than the index figure showed forty years ago." That is true, but' forty years ago the country was still using the inflated currency of the war; gold was a- pre- mlum; It was then the housewife who used false measure. She paid for groceries with a short dollar. ' A fairer comparison Is with 4be cen sus year 1890, seventeen years ago. In bust half a generation the cost of liv ing, at least for people who have New York rents to pay, has risen - faster Clian wages have' increased. The -increase is beyond reason; it is for some almost beyond endurance. Part of the increase is inevitable. Wages still never go back to the 1890 standard, nor should they; and they enter into (he cost of living. Lumber will never again be so cheap. In 1890 a small house could be built In an American cheaper than in an English village. Today the advantage is the other way. Such an exhibition as that in Letchworfh, England, of model cottages costing $800 would be impos sible here. The difference in the cost of brick, lumber, hardware, and labor, means everywhere .more rent . ' There Is a reason for a part of the rise in the cost of. provisions. 'one would not wish the American farmes to be as badly off as in 1890-95. But price-raising by the beef trust . is another matter. It does Ihe consumer of kerosene at 11 to 15 cents a gallon no good io know. that it can be exported whole sale for seven cents. But the break ing ' up of the Standard ' Oil Trust would bring compedtive price. Rail roads can be compelled to bring pro duce to market, at " reasonable - rates. The establishment of three-cent fares ' on street 'railroads would save many dollars a year to" every city family, and Indirectly reduce rent by making the suburbs possible. ' An immediate ' lowering of the tariff . would .help every household. i The problem it to reduce the cost of living without reducing wages or lowering the returns of the farmer.
