Beady to Give Way to Him
Washington, Jan. 22 Confirming
the story of his readiness to retire from
Congress in favor of former President
Roosevelt, Representative Cocks, of
New York, who represents the," Oyster
Bay district, where the Roosevelt home
is located, added today that ha had in
formally talked over the subject with
Mr. Roosevelt. Representative Brad
ley, a colleague .from New York, accord
ing to Mr Cocks, is likewise willing to
give way in the House to Mr. Roose
velt in the event the ex-President should
desire to enter Congress.
Mr Roosevelt and I have talked
over the question of his rounding out
his public career by service in Con
gress," said Mr. Cocks. "1 called at
the White House often during the
Roosevelt administration and one night
last February Mr. Roosevelt. Mr. Loeb
and I were chatt ing over public matters.
Possibly the Speakership also was dis
cussed, but I am not clear as to that.
The talk was entirely informal, and the
President's expressions were given in a
tentative way. Incidentally the fact
that John Qaincy Adams has occupied
a seat in Congress subsiquent to his
Presidential term was brought up. Mr.
Roosevelt believed that the holding of a
Presidential office did not bar any man
from later taking up other public duties.
There was a reference to the possibility
of his again entering a Presidential
contest but it was just passing chat,
neither in jest nor in earness, but 1
want to say to you that the Roosevelt
friends are loyal supporters of Presi
dent Taft. I do not think Mr. Roos -velt
has made up hU mind yet what to

There is scarcely a city on the Atlan
tic Seaboard that has-better facilities
for water transportation: than New
Hern. Uutifehortly sfter the close of
the war, traffic by water made business
hum hi New Bern, The ships, howev
er, gradually disappeared and strange
to say, in thii commercial age the wa
ters of the Neuse are floating no ves
sels of any consequence. Water trans-,
por'tation, the cheapest of al', has been
practically abandoned. Now it is to be
feared that the completion of the A be-
Hharle sound bridge will nuke the peo
ple of New Bern more than ever con
tent with present conditions. We judge
this to be the case from the argument
that this bridge will give territory on
the Nsw Bern side of -the sound, an
hour and a half quicker service for trav
elers, and practically a day better for
freight deliveries. This is .a benefit
and an important, one, in point of serv
ice. It makes New Bern that much
better off, but the Journal makes the
point that "from the cost in passenger
fare and freight rate, it is not appa
rent that it means one cent less in ex
pense for the traveler, or one cent less
per one hundred pounds of freight to a
single merchant iri this city." While
the time schedules have been shortened,
there is no lessening of transportation,
charges, and the Journal quite truth
fully says that "there never will be, ho
long as tho New Barn mercantile trade
is willing to pay all to railroads and let
the Neuae river remain without any
boat service, that woujd mean compe
tition, for it is a well-established trade
fact that water communication -fixes
transports! ion rates, not the railroads. ' '
That New Born should make no elfort
to revive its once flourishing shipping
business is a circumstance that would
seem to be beyond explanation. It could
put on n line of boats and secure com
petitive freight rate.", yet it is content
to stand still ( tnd tho town that stands
still is sure to go backward) and fay
such toll as th ) railroad may see prop

-Chicago Jan. 24. A movement to
combat the high prices of meat by tb
stince therefrom spread rapidly today
and began to assume a national char
acter Coincidentally came the announ
cement from Milwaukee and Cleveland
that the price of meat had dropped.
From Denver Samuel Dutton presi
dent of the Western Hotel Men's Pro
tective Association, announced that a
proposal to cut down the consumption
of meat would be brought before hi
organization at a meeting in Chicago
on January 31,
Dispatches from Baltimore, Kansas
City, Omaha, Memphis. Pittsburg and
other citie3 told of the rapid growth of
the meat fast.
Cleveland credited with being the
originator of the scheme, now has thirty
thousand names enrolled while Kansas
City reports eighty thousand.
The heads of the leading packing
houses of Kansas City and Chicago re
fused to discuss the effect of ths move
ment on their business.
From a few p'aces word comas that
the boycott does not find favor even
among union men. Union men, it is
said, fear that the fast would prove a
two edged cleaver and would cut both
ways
That the Loycott is not entirely a union
movement was proven by a report from
Des Moines, Iowa, that the meat pledge
had been signed by scores of men and
women who agree to eat no meat for
thirty days.
