Sub terranean streams flow under the centre if the city, new areas are inundated, many 'streets have been converted into yellow canals, pavements have caved in and half the city is in darkness and without heat The damage is officially jeetimatedat $200(000,000 and is increas ing ty millions hourly. Galloping orderlies are bearing in structions which can no longer be sent by telephone. Transportation is completely para lyzed. Whole streets are roped off as unsafe. .
