It is a eipgular Qpndition' con fronting this ; country,' when the President's attention has to be called to the expatriation of citi : zens, and some efforts suggested to stop this outward movement. And yet such a situation presents itself today. From March 81, 1909 to March 1, 1910, more than 12,000 American citizens, mostly farmers, each with sums of money from 11,000 to f 5,000, voluntarily sold out their homes and-took up gov ernment homesteads in Canada. Besides these, others left this coun- v try, the total number being 95,370. Going back a few years it is found that since March 31, 1897, down to March 31, 1909, 425,460 persons left the United States to reside in Canada permanently. If they took with them the same average am't. as those who left between March 31, 1909, and March 1, 1910, they took $425,460,000. In all therefore, the emigrants have taken into Can ada $520,830,000 since 1897, prac tically all in gold. If these facts were shown to a foreigner, the situation would ap pear that the United States was over populated, for the 425,460 persons going to Canada did not leave behind them vacant farms or vacated trades and houses. They sold out to others, leaving not for lack of money, but for the reason that the further northwest country in Canada offered greater money- making inducements than were seen at home. "Westward the Star of Empire takes its Way," is not due entire ly to any lode star influence, but rather to industrial and trade at tractions. The home seeker and in vestor need not look ever westward for there are far greater and better I offerings to the South, than Cana da can give. The South has not learned what best attracts the home seeker and investor, but the lesson is being learned. A stalwart local pride, toe boast of communi ty, the cooperate spirit for civic bcttermeutr, these elements are lacking in many communities io th'.- South, where, if they were as serted, there would be great devel opment and growth, with increase of population.
