Wilmington, Nov. 16 Arrangement for the third annual' meeting of , the North Carolina Drainage; association, which will be held in thitf city Novem ber 22 and 23, are being rapidly perfec ted by the local committee with the as sistance of the officers of the organiza tion. Royal Worcester and Bon Ton corsets. ; In Memorian Mrs. Matilda A. Mann one of tbe old est members of the Missionary Baptist church, Oriental N. C. died Oct 1910 She was a woman of high character and had been a loyal servant 'of her Loid most of her life. She loved her church and was one of its active mem bers until her health kept h from attending its services, but she always responded to is calls liber ally till she died, She had a strong faith mi was ready to go when the summons came. When she saw she could not ft ay longer and was suffering so, ehe told her family to" pray that she might be taken to her heaven ly home. All that a loving husband and daughter and many relatives could do, was done for her, but she had that dreaded consumption, and the end was not unexpected. We shall miss her in the home as she was always there and not find her in her accustomed chair and receive the cheerful words 'of wel come she always had for us. ONE WHO LOVED HER. The United States is not prepared te repel an at tempted evasion of the Pacific Coast. v This statement, ascertained from un disputable authority, is the final analy sis of the. military weakness of the country set Iprth in the report of Gen. Xeonard Wood, as chief of staff of the army, in reply to a resolution by Rep resentative MeLachlan, of California, passed at the last session of Congress, calling for a statement as to the pre paredness of the nation to resist inva sion, in - case of war with an Asiatic power. Tbe report, which is said to be the most comprehensive expose of the con dition of the army ever made public, will attribute the deficiency of the mili tary forces to several primary causes, j It will set fori,h that the dissection of the army into small military units nec essary to garrison scores of so called "political posts" throughout the coun try has denied both-officers and men ad equate military training. Recommendation will be made for the reorganization of the army, the aband onment of all unnecessary posts; the in creasing of the. infantry line by 25 reg iments, and the field artilery by 7 regi ments and the concentration of troo 8 in large garrisons on the two ocean frontiers. The garrisoning of Hawaii, (he Canal Zone and the Pacific G)st will be Bet lorth asan immediate military neces sity. Washington, Nov. 15 Sbculd Asso ciated Justice Charles E. Hughes be made Chief Justice of the Supreme Court of the United States he will Writ only be the youngest member of the present Supreme Bench, but the young est presiding justice, save two, in the history of the court. John Jay, appointed in 1789 by Presi dent Washington, was at that time 35 years of ave, and John Marshall, ap pointed in 1801, was 46. Hhghes is now 48 years old. There have been eight Chief Justices since the creation of the court, in 1789 Jay, who was 35 at the time of his selection; Rutledge, 56; Ellisworth, 51; Marshall, 46; Taney, 59; Chase, 56; Waite, 68, and Fuller. 55- Every one of the present Justices of j the Supreme Court is at least 13 years! older that- Hughes. Harlan, 'who has, been presiding justice since Chief Jus-i tice Fuller's death is 67; White. 55, Mc-; K'jnna, 57; Holmes; 69, Day, 51, and Lurton, 56. Practitioners before the court have recalled the -history of the first presid ing justice, John Jay. He was selected by Washington to head the cbuft in 1789, b"t resigned shortly after to be come Governor of New York. Now the court has claimed the Governor of New York, reversing the process.
