Directs Secretary of War Uot to
Bend Sensational Docu
ment. , Washington, Dec. 17-PresidentTaft
yesterday directed Secretary of War
Dickinson to withhold 'from Congress
entirety his report on the national de
fense, made in answer to a J resolution
passed by the House of Representatives
port confidence. The President took
the grc-und that all the facts as to the
Uagts of the United States upon which
Congress could base any proposed action
were contained in the regular annual
reports of the Secretary of War, the
chief of staff and other subordinate of
ficers of the War Department. These
reports already are in thehands of Con

Strict confidence. As the House cannot
receive reports in confidence, the Presi
dent decided it was best to withhold the
original report in its entirety. He di
rected Secretary Dickinson to prepare
a letter to the House giving the reasons
for withholding the special report and
inviting attention to the regular an
nual reports, which wilP be found to
contain all the actual information that
helped to make up the reply to the
McLachlan resolution.
