President Taft has arranged to reopen negotiations with Great Britain looking lo a general treaty of arbitration to coverall possible points of -israe.' - -Action to that end was taken afew days ago following the retur" to this country of Mr. Bryce, the British am bassador. As the Briliah government has already indicated it willingness to conclude a general treaty of arbitration with the United States, no doubt is en tertained of her acquiescence in the proposed arrangement. Un'eas, however,, there has been .a radical change of sentiment on the part of the Senate of the United StateB it is believed that there is-not much pros pect of the ratification by that body of the proposed treaty. The Senate is on the record as op posed to any treaty conferring upon the executive branch of the government the power to arbitrate international is-l sues, xeept upon the advice and cm ent of he Senate in each case. The que s i n arose during the administra te n of Prcsidnt Roosevelt. At that time Secretary Hay negotia tt-J st ven ceneral arbitration treaties with ;is many lending powers of Europe. When submit'ed (o the Senate the ques tion ( f constitutionality was promptly raised. In every case where arbitration was sought under a general treaty, the Sen ate adc pted an amendment reported by the committee of foreign relations. This amendment provided, in effect, that a special treaty should be negotia ted and submitted' to the Senate in each individual case of dispute with a for eign government. -J'he votejn the Senate, stood 59 to 9 in favor of the amendment.
