V 5 Broadly, speaking Jhero ,is no real equalized taxation. This is not caused by anyinjustice on the part of the tax assessors. It Is not due to dishonest listing by prop- - erty holders. Assessors can easily err, property owners can draw the line over closely and be. forgetful. But the main reason that no real tax equalization can be reached In this or any other county, Is diit to I local material conditions in their ' effect upon so called property values. For a, tax assessor to determine property values .based on this line, would mean an economical analysis that would be too far reaching for the average assessor,' even if he was - permitted to go so far, to reason out the tax assessment on a plan . of causa and effect WhyTre farm lands higher in price, why is city property held at greatly increased figures Over previous tax value assessments f ' Perhaps two reasons might be rightly alleged, a greater product- : ive value power or the sentiment of association that makes the home place have a value that ;is not in- . triosic, or a justly taxable value. Auolher cause is the effect of im provements upon adjacent prop erty and better roadways. In the city paved streets and concrete sidewalks, the enforcement Of wa ter and sewerage upon all proper ty, these would be causes for an increase of tax valuation, and as sessors would be held blameless , for advancing property values s7 with this situation. , .
