The visit of the Japanese Ad- miral,Togo to this country, pre sents the side of war as against the side of peace, as represented by President Taft Success in any pursuit naturally makes one favor it to the exclusion of others. The press dispatches say that Admiral Togo does not look with favor as to the end of all wan on the basis of arbitration. His is the settle ment plan by arms. Opportunity and his ability gave the Japanese ArtkniiilttMClMMato win a name, d4 tn fatal torn ate battle ship's deoka la his Idea of would' progress, the strongest navy ia to determine national boundaries, and serve to force the settlement of differences between peoples. But the world's trend is against immense armies and navies. Na tional disputes today have com mercial issues, and such must be settled by business methods. Eng land, France, the United States stand pledged for peace, 'ani as these nations stand firm, the rest of the world must follow peace line settlements, instead of em ploying men to destroy lives and property as the basis to deter mine property rights. Admiral Togo will no doubt look upon this country as he travels about as its guest, with an eye as to its fighting strength. If this be his sole gain, his visit is in vain, for any man however his ca pacity and judgment will err, if he thinks to know the United States from a few days rush thro' a portion of it. Admiral Togo can learn much for his country's good from the industrial side of this country, and this knowledge can be more profitably applied than measuring up this country as a possible antagonist ia war.
