Raleigh, Aug. 15. -Tt ra learned that the position of cashier in the United States Internal Revenue Office for the Eastern District of North Carolina here made vacant recently by the death of William B. Duncan, father bf Re publican National Committeeman E. C. Duncan, is txing filled temporarily by W illiam T. I'elemar, who has for a long while been in charge of the desK in the Collector's office that keeps the record a of the tobacco manufacturer's tax. It is understood that the other clerks in the Cullector's office are doub ling up to a considerable extent until Collector Wheeler Martin and Commit teeman Duncan deem it the proper time to appoint or at least make public their appointments to the vacancies, espe cially notable being the cashier vacan cy and that caused recently by the res ignation of C. M. Babbitt, who desired to return to his home in Eastern Caro lina, in the tilling of these positions there has to be at least the semblance of observance of civil service regula tions and the developments are being watched with no little interest. Washington, Aug. 15 Alleged third degree ,metoods employed by Solicitor George H, McCabe. of the Department of Agriculture, in probing into the priv ate affairs of officials of the Bureau of Chemistry, were t 'Stifled to, when the Wiley investigation was resumed by the House Committee on Expenditures in the Department of Agriculture. M ies Cai rie M. Davis told of being locked in a room with -McCabe and a Secret Service agent and questioned for two hours about the affairs of Dr. Kebler. chief of the drugs division, and particularly about dividends from a Philadelphia drug concern, in which he owned one share of stock. Miss Davis testified that at rare in tervals Kebler received small checks from the firm. After her examination she paid she was assured she "would be taken care of in the department." Later, Miss Davis said she told her inquisitors that the correspondence between Kebler and the ('rug concern consisted largely of complaints from the latter that Kebler was too radical and discriminating against them. Willis BalJwin, attorney for the cat sup manufacturers who were concern ed in the Indiana benzt ate case, asked t6 testify and declared that evidence heretofore given that the Government connived to assist manufacturers as against the State Pure Food law was false. General Labor Strike Threatens The Trade of United Kingdom. London, Aug. 15. There appears now little hope of averting a great railroad strike which probably will be accompa nied by a general labor revolt that will have a tremendous effect on the trade of the United Kingdom. At a meeting held in London yester day bj the managers of all the railroads having terminals here, it was resolved mat me time nad arrived to resist tt.e men's encroachments. The managers contend that the men by striking v. ill violate the agreement arrived at after the railway troubles of 1907, under which all disputes were to be referred to conciliation boards or an arbitrator. This agreement they say, was to run until 1914. Yesterday's meeting was unanimous that the only .way to terminate constant dislocation of business was to take a firm stand and refuse all concessions to the men. One manager in the inter view expressed the fear that there will be grave troubles on all the railway systems before the present week is ended, Sectioral strikes of railway men were declared tonight at Manchester, Liver pool, Sheffield atid other places. London, Aug. 15. The strike fever fas become epidemic in Great Britain. From one end of the country to the other men either have struck or are threatening to do so. Even the women and girla iu the smaller factories of the larger cities are demanding belter con ditions of labor. The streets of London are resuming their normal appearance. The van men began work early in the day. At the docks only a portion of the men re turned to work and a good deal of un easiness prevailed, as many of the men refused to accept the setth merit ar ranged by their leaders, and demanded unconditional surrender on the part of their employers.
