Great Britain Threatened. Efforts
to Effect a Peace
Basis.
London, Feb-iuth.-While all the
preparations that have been made in
the United Kingdom are for war rather
than for peace, there is just a gleam of
nope thath threatened strike of near
ly a tntillorvmen l the end of this
month will be averted.
The fact has jut been disclosed that
William E, Harvey, the labor member
of Parliament for Northeast? Derby,
who is Secretary of the Miners' Feder
ation, accompanied by five representa
tives of the English miners, ia holding
meetings privately with five mine own
ers in the hope of preparing a basis for
deace. Besides this the conciliation
board of English federated area is also
meeting.
Should progress be made in the ef
fort to reach a settlement in England,
South Wa'es and Scotland will remain
the chief obstacles to an agreement.
I The authorities look upon Wales as
the great danger spot and having re
gard to the disturbances which occurred
there last, the chief constable of Glem
hrganshire baa u?ested to the magis
trates that an application should be
made for the drafting of a body of 1500
infantry and 1100 cavalry into the af
fectrd areas. ;
The national transport workers' fed
eratioo at a meeting field here decided
to help the coal miners in every ;way
potaible in Jbe event of a strike. This
wilt bar the unloading of imported coal
at British ports.

Of Dvuamiters. Government
Claims it Has Original Paper
Presented to Iron Work
ersouveiition in
1910.
Indianapolis, Ind , Feb. 20.-That the
dynamiting plans were brought to the
attention of certain committees at the
International Association Bridge and
Structural Iron Workers' convention in
Rochester, N. Y., in 1910, rame to
light as one of the government's charges
against the 64 indicled men. It is charg
dby federal authori ies that a resolution
demanding that "no more bombs or ex
plosives of any kind be ,f xp'oded while
this convention is in session" was writ
ten out in regular form by a delegate at
the convention, was secretly referred
to a committee, and wiihiut the action
on it becoming known, was la'er found
by the government among the papers
taken from the iron workers' headquar
ters in Indianapolis, The government
claims to have the original resolutions.
The charge is that a delegate at the
convention, known to the government,
demanded that the explosions tempo
rarily be slopped at a time when many
steel and iron workers un ler erection
by "open shop" contractors were being
blown up and that in that way many
officials, including President Frank M
Ryan, Herbert S. Hockin, vice presi
dent, and members of the ex cutive
board, had the Bubject brought to their
attention. What was the real motive
of the delegate in offering the resolution
was not diviilged, but it is pointed out
that J. J. McNamara, the convicted dy
namiter, and Ortie E McManigat, were
on their way from Indianapolis to Ro
chester, when according to McManigal's
(Oifession, McNamara decided to leave
off at Cleveland a suitcase containing
20 quarts of nitroglycerine. McManigal
asserted McNamara had nupped out a
aeries of explosion "which were to be
presented to the convention."
Information from delegates who had
arrived in advance at Rochester, is held
