Hickory" Gavel. K. and II. Bill. Washington, D. C. Feb. 22. -North Carolina will be interested in hearing Uhat R. Samuel Hill, who is spending some time in England, is qujted as say ing that North Caroliaa leads all of the other stales of the union in mileage of good roads, having 1,600 miles of per manent stone roads. Mr. Hill is the vice-president of the American Road Builders association, and he is in Eng- lard making a thorough study of the roads in England, which he declares are. without exception, the finest in the world. Mr. Hill will spend some time in England, and while there will thoroughly familiarize himself with the systemwhich is employed by ffie Eng lish people for the construction of thei' roads, which stand up under heavy us unusually well, and which are more plentiful than in any other country on the globe. The gavel to be used by the South ern Commercial Congress in Nashville, April 8 to 10. is being prepared by The Ladies Hermitage Association, It will be made of hickory from a tree planted by ' Old Hickory," Andrew Jackson. when he erected the tomb lo his wife, in Nashville. The Naihville meeting of the CongreFS comes just one hund red yes rs after the outbreak of the war of 1812, in which "Old Hickory took such avalint part, and just fifty years af er the battle of Shiloh, in Ten tieasee. During ach of the vears 1911 to 1915, special gavels will be used by ihe Southein Commercial Congress, as its meetings are intended to emphasize the contrast between conditions of to diy and conditions of earlier days. According to Logan Waller Page, Director the office of Public Roadf, there are 2,199.645 miles of pi'dic roads in the United States. It would take a man 65 years to cover this va. t mileage riding 90 miles a day in a high-powered automobile. From these figures it would stem that the public highways have ob tained a pretty Arm grip on the country, From thoroughly reliable sources il is learned that the River and Harbor apprp.riaticn bill to be reported to the Home late this week, orearly next, will carry in the m i,horhood of twenty five millions. While the bill will not be satisfactory to some sections of thv countiy, because of failure to appro priate for all projects, having the in dorsement of the corps of Engineers, it will generally be accepted as a meii torious measure in view of the economy which the Committee on Rivers and HsrborsTTas consistently had in view. It is expected that the Senate will add at least four or five millions to the bill so that by the time it reaches the Presi dent for his signa'ure it will carry ap proximately thirty millions, but wil contain provisions for several projects mentioned in his message to Congre and for which there is urgent nerd.
