Oommunitlee are often aroused by tone activity of the local au thorttiea in what is called "eoore- iBg thelaw." How often is heard talk about "dead laws." What are live tows, what are dead laws, strictly speak ing but local action in taw enforce mentl The fact remains that the laws in their entirety, this applies to. municipal ordinances, county and state laws, are as unknown to most citizens, as tho dead langua ges are to the average person; Ev ery citizen7the business and intel ligent'one, has a fair knowledge of those ordinances and laws that di rectly affect his personal Interests, but there are many that affect the business man indirectly and which if enforced according to the strict letter of the law, will make it dis agreeable to say the least, for his trade doings. Every municipality has its books filled. with ordinances that are not live, in the sense of being enforced. Dead as concerns -their aclivity, they would work hardships if res-r unected into force, to cause peo ple to obey their full interpreta tion. The strange thing is that while every community, county and state, and the nation for that matter, fully recognize that laws generally are burdensome, there is no cessation in their making. Ev ery new man elected to a po sition where a law can be made gets one on the statute books. If legislative bodies would change about, and go to cutting out laws that are both obsolete and hurtful, there would good results follow. The very fact of the universal Iffck of knowledge of local and general laws, places every citizen in a pre carious situation, where opportu nity always opeos the way fpr the schemer and blackmailer to levy tribute .upon thelrjaoccnt. It is always the sudden revival of sev eral law that have been dormant, that provokes people to indigna tion, rather than gratification, be cause of the fact that having been enacted aod then laid away their revival finds the people wholly-unprepared for their strict enforce ment, even more their making In the first place wai probabjy an warranted, or a personal matter. The Judge watched Mr. Ma haffy, and Mr. Mahaffy watched the Judge, each trustfully placing the reg ulation of his private conduct in the "hands of hla friend, as the one most likely to be affected by the rectitude of his acta.- ; . Probably so extensive a consump tion, of Mr. Pegloe's corn whisky had never been accomplished with great er -hlghjQlndedness.
