Complaints of violations of te ft hinf law have been so frequent late ly that this step was deetnrd advisable by the state 'government and at a meet me of the council of state iBe srorernor was advised to employ every means to see that the laws are enforced. The inanility of the civil authorities of Dare county to prevent violations isso appar ent I hat the calling out ol the naval militia and the ordering out of the gunboat were made expedient. There were many complaints as to violations of the fishing I iws last fall, hut action was deferred in the hope that the civil authorities of Dare county would attend to the matter, but com pla nts have continued to come in. The violators have been warned repeatedly but their answer has been to spread iheir nets in the channels and inle's of Albemarle Sound and ' thus to prevent die fish from entering Pasquotank river, lu who.-e shallows the fun spawn. It amu d not take many years of reckless catching of fih to cause a shortage in 'hat seel inn, and it was to preserve them that the 1- gislature passed a law protecting the filming in certain defined territory. Not Much Change In Price. Weather Situation Mixed Awaiting New Deve lopments. New York, March 23. Prices have declined somewhat, but the ranje has been irregular. Conflicting reports about the English eoal strike partly ex plain this. Ther, though the weather was better at first, it became worse later on, then improved and then became bad again. Spot interests at times have sold the other crop. New Orleans, Memphii, Philadelphia and Liverpool interests and the Waldorf-Astoria ele ment have been sellers. Some South era hedge selling has been noticed. Texas reports in some cases point to a very large acreage and in the extreme southwestern part of that State it is said to be up to good stands. The government census teport-cn gin ning put the total at 16,050,000 bales. including lint er, which was pomewhat larger tnan many had expected and caused selling for a time. Some esti mates point to a larger crop than gen erally mentioned. Wall Street houses have sold more or less. The Southern soil has better material in it than for many years past. Salts of fertilizers are said to be increasing. Liverpool spot sales have as a rule been small and on Thursday fell to 5.0l'0 bales. Lately the market has "bulled" rather hard. ThaAseemtd to many to indicate the ex is tence of the rather I urdensome long in teres'. Howevar, there are influential people who firmly believe that the gen eral situstioo is bullish. They think it highly improbable that another big crop can be raised 'his year, because' of the lateness of the season. Crop prepara tions in some parts of the belt are said to be some three to five weeks late, or even more. Interior stocks are rapidly dcreasinu. In some parts of the belt they are said to be 20 to 40 'per cent. smaller than a year ago. Spot markets are generally firm and in many cases a good demand is reported. The drv goods trade continue to improve. Manchester is active bn1 strong. Spinners' takings are large. The closing was dul', how ever, with everybody awaiting new de velopments. Mjfrs-fool. The plan now is to have this play for the benefit of the maaine, u'jout the first week in May. One of the most interesting debates of the year was held Friday afternoon in the Moses Griffin Lieterary Society. The question was Resolved That Wo man Suffrage is Desirable.- On the af firmative side were Matilda Hancock and Alice Ward, on the negative were Lula Disoway and Ida Gordner. These young ladies sjftake from noteH and tor a first attempt at debating did very we indeed. The points made by the affir mative were interesting and often amusing and the same can be said of the negative. The following points were summarized by the judges. Af firmatiAe With men only voting, this is a ''man-sided" world. TKe uchieve ments of women without vote entitles her to the chance to show her ability with a real weapon of hor own. Judj;e Lindsey of Colorado, who is a leader among men. reprrts favorabeon wrmen having the ballo. A moRt interesting letter from a former townsmen of ours, Mr. J as. Brirsnn, now a resident of Colorado wan read, in which Mr, Biin son summarizes his letter with the ide;. that the opposition of men to women was based upon conceit, tyranny und igno ance, Women are tax.?d it the same rate men are. When men oppose women voting and favor taxing their property, they are going back on the main cuune of American Revolution. The following points were made by the negative side Equality where men and wrmen are concerned a misnomor. Du ties of men and women divinely ordered to be different. Suffrage an obligation to bedreadid rather than sought, for women's work is already very heavy in the world.Sugrage with established du ties. Quality of the vote in this country needs to be rained, not quantity increat e '.Will be obliged to cause domestic dm cord. In the states tried no improve ment noted in thesa Btatee superior to improvements going everywhere. The judges decided in favor of the af firmative as in their judgment that mil - scored the most peints argued out.
