drainage engineer of Florida, and Her
bert M. Myrick, of Spririgmais.'Mass.,
wtre the speakers at a gentral meeting
of the Southern Commercial Congress
which is in a three da bob-ion here.
"Danith dairying" was the aubjeel
of Mr. Egan's address, in which he re
viewed the marvelous development of
dairiesln Denmark and piinted out the
great wealth which awaits American
farmers who adopt the same methods.
Stnator Newland, advocated the ap
propriation of at least $50,000,000 a year
f i r ten years by the general govern
ment to dam the great rivers and store
their fl od waters in such a manner as
io prevent freshets and alford a con
slant Row of water throughout the
year, "The Mississippi flood" he said,
accentuates the agitati in for big action
regarding our waterways. The full re
gulation of our rivers can never be sec
ured by mere channel dredging and
ev?e protection. Th whole river must
be treated from source to mouth, in
clu iing all its tributaries, by prevent
ing swift run-off of the atorm water
through storage an 1 diveision of tl.od
waters both nitural and at till -ia.1.
"We must undertake t'ui.s word in a
big wayjust as we did ihn Panuiia1
canal and the irriga'ion works "
Herbert Myrick said the Southern
Comme'cial Congress has made certain
that rural credit systems v. ill be cstiih
li hed which w 11 enable sma'l f m tp
to pool their interests and obtain the
money ntcessary to finnnci tin ir opera
tiona. He al?o said the on.rres will be
instrumental in inaugural ir-..' farm loan
ipso ia'ions, which will m -ke land the
basis for bonds which will ")e better in
viB'msnts than government securities.
Cjmmijaicner of Corporation Herbert
Knox Smith addressed the Congress
on the waterways, -question, ard eug-

higher d gree of efficiency, Exp'ess
ing the belief that the waterways of thi

O mmissioner Smith exolained that
ihii was due to the lack or unity in the
who'e I ransporation pyslerr and the lack
ofefTective water terminals property
controlled.
Referring to Ihe competition bntwren
the rail and water line? of the country
he said that our transportation system,
which should be a unit, pe fectly con
nected both physically and wi opcratin
a split up into two unequal parts, with
a destructive struggle goin on between
those two," and adoing;
"If some practical meth d of broad
co-np 'ration could be broutrnt about be
tween the rail and water nystema, it
would add more to the tffi i.ncy of our
waterways than can ever be accom
