Do We Want a Graded School

This question haa been put to us so
often since the Journal opened on it,
that we have concluded to commit our-,
selves once for all and say positively
'"yes and no." ' -Yes, if we can get a:
good solid financial basis on which to
build an institution that will not be en

Mrs. Clarke opposes the Graded

following plan which- will meet
Mrs. Clarke's objections (and in
deed is suggested in her article)
when she sayi she "is. opposed to
free tuition beyond the rudiments.'?
In this school of- fiOfr pupils there
will lie ten or eleven grades of pu
pils, running from the a-b-e.cluldren
to those, studying Book-keeping,
rractical . Chemistry, r Iatin and
Greek. The; first six grades, , will
probably take up 350 of the pupils
leaving about 150 in the higher
classes.. Let tuition ' for the 350
be absolutely, free, and let jlhe lSO
in the. higher grades pay a ;very
small tuition say $5.00 r per ses
sion and the money is thus easily
Vaised. , v
. , This plan will work without any
trouble, for as a rule , those pu)ils
who are advanced in their studies
are generally well 'able to pay, and
the small tuition suggested would
amount to nothing compared w ith
the -many benefits to be gained
from this great school. -' '
This school would become a power
in New Berne. Instead of getting
only $500 from pajlng-pitpils as we
have put down, we believe, that not
les-t than 100 pupils would be
drawn hero from' the county ; ol
Craven and the adjoining counties.
Goldslwro draws only;$500 liecHU'se
slie is entirely; surrounded by first
class schools: Raleigh on ,tlte i.oho
side draws from Johnston and Samp
son ''and iiiiplinj Wilson,,, on the
north, draws from.'-Greene, and. a
poition of Wayne; and the excel
lent 'schools at La Grangedraw from
Dupliii, Greene and lower .Wayne.
Hur New Berne would have a rival
only on . one sidiwKinstpn-r-and
nothing in the way of obtaining an
imniense patronage lrom. a dozen of
the lower counties which trade
here, ami whose citizens would
naturally semi their children lo
school here if a first-class whool
should be in operation. "
And just there is where the great
difficulty is going to come from in
this Gnulwl School. Are the lead-.
eis of thought, and enterprise in
New Berne able and willing to for-'
gef former differences aud unite in
starting tills Graded Scliool as it
should be lone ? If they go into
it with jirejudices for or against
any particular man, the whole mat
ter will he a failure. If they are
willing to yield everything else for
the good of Xeic Heme and the edu
cation of poor children in this city,
there is no danger of its being a
pasteboard structure. It can be
shown that this . scliool will be
worth, . directly, $10,000 a year to
the city of New Berne, and indi
rectly, an: untold, amount to the ma
terial prosperity .- of - this section.
And,- when added to this, the ques
tion of philanthropy (where it will
not cost a cent) towards the poor
of the city 'is "considered, the school
question becomes a most momen
tous one. . What, say our leaders
will they not take hold of the ques
tion and make it a success t 4 i
The County Superintendent'sl
' - Report ...
Ve published a few days ago the
report of Mr. John S. Ixmg, the
County Superintendent of Public
Instruction in 'Craven county. The
report was interesting and showed
that education in Craven under Mr.
Long's direction has received an
impetus that bids fair to put this
county among the first in the State
in educational matters. - We are
pleased to see that the . increase in
attendance on the part of the pupils
has run up more , than iiO per cent.
This increase;: shows the spirit
awakened muler the new order of
things ; and under. Mr. Ixing's, or
similar intelligent supervision, this
public spirit will be fostered and
encouraged until great good will
result. ''-''Si
In reference to the use of, the

currence to the project' of uniting

Ithree factors in making the start on

There are ao Liberals, in Edgecombe.
The Liberal Convention at Raleigh
had only Republicans to represent this
county. Tarboro Southerner.
At the County Convention held
here on Tuesdav, Majors. John
Hughes congratulated the Democ
racy of Craven that there were no
Liberals in this county; that the
Democrats here, and in other, coun
ties similarly situated, were Dem
ocrats from principle, tine to party
through evil as well as good report,
and therelore deserved. . recognition
from the State Democracy in bes
towing its offices.-- : ; -

of any counties in the second dte,
trict the others all ha ve had at dif
ferent times, a share in the offices
and now: sidce justice has , been
given ldge(;t)nibe, let a similar act
be done for Craven. " '
And let it be remembered that
Craven,' would not ask,' it unless she
had ii: man with every qiuilification
necessary to meet the occasion.
The Journal, in thus advoca
ting the nomination of Hon. C. C
Clark, is working, not in the inter
ests of party, but of eastern Caro
lina. We would be glad, to see Mr.
llnbbs get the nomination for Con-!
gress from his .party, for his
interests are identified, with this
sectiou and his record has shown
him to be capable randi efficient.
And we would, seek to unite the
eastern Democracy in pushing' the
name of a New Berne man who will
do honor Jo fiistown, to his section,
to his State and. to the dominant
party, ' that controls , the,' State.
