The funeral of Mrs. Mary E. Whitford will take place this morning from the residence on corner of Broad and Han cock streets at half past nine o'clock. After which the remains will be taken by steamer to the family cemetery about nine miles up the Trent. Quarantines At the regular meeting of our city couucilmen on Tuesday night an ordi nance was adopted placing Trenton and vicinity ' under " quarantine '. during the existence of small-pox. . This is no doubt the result of the many rumours in the city yesterday that this disease wa spreading to the country frm Tren ton hut we learn from a private letter from there yesterday evening that the reports' are unfounded. There was no new case up to yesterday morning, Our city authorities will certainly raise the quarantine as soon as they consider it safe to do so, and in the mean time the city stands ready to render any as sistance the afflicted people of our sister town may ask for. The Railroad muddle, As will be seen by the' proceediiifes given elsewhere, Capt. Oaksmith s meeting of the Midland stockholders at the court house yesterday adjourned over to the meeting called by the Secre tary and Treasurer, which convenes on the 21st. It appears to us that matters are get ting somewhat muddled. The A. & N. Directors have had a notice served on the Midland authorities to appear before Judge McKoy at Raleigh on the 13th and show cause why a receiver should not be appointed. Capt. Oakj small lias an injunction against the Midland Construction Co. enjoining them from disposing of any of their property and also enjoining Mr. W. J, Best from voting his stock at the annual meeting of the Midland stockholders! Vith the situation thus, Capt. Oak- sraith calls the annual meeting of the Stockholders to '"meet on. the 7th, while Mr.i J. 'P. OaddiS- gau the Secretary, calls a meetSng'i accordance with the by-laws,"' on tin 1st. In the meantime Capt. Oak- smith 's wing of the Midland have had uotico served on them by, the Best wind; of the - Midland Co. to appear' ber fore Judgo McRae at Fayettville on' the 15th and show cause wjiy the injuncj- Uon restraining Mr. Best's voiing-lufe stock in the Midland Railway Co.,, at the annual meeting of the stockholders, should not be dissolved.1 !: i i A resolution was oifered by Mr. Oak smith, the consideration of which was postponed until the meeting on the 21st, to appoint a committee to confer with tne Directors of the A. & N,. C. and as certain upon what terms they will grant a renewal of the lease or a new lease of its road. , A now lease is what the Journal has contended for all the while, if the Mid land Company should prove unable to airy out the terms of the bid leise. But the Directors of the A. & N. C. hare already declared a lease forfeited that was paying 40,000 per year, so what sense would there be in leasing again unless they could fiud gome one who would agree to pay more. We think the whole upshot of the matter will be that the earnings of the road for the next year or two will be spent in litigation, and finally it will be sold and the hard earned money that is being paid to-day by Craven and Pamlico counties, and that which has been paid by Lenoir county, will be gone. ..; , Meeting of City Council. . On motion the matter was referred to Committee on Fire Department: Mr. W. H. Pearce was present and asked for a rebate of taxes on his daughter's (Mrs. Florence E, Hanff) property, stating that there was an error of six dollars. The Finance Committee also reported that a Memorial had been sent to the Legislature asking for an amendment of the City Charter under the direction of the City Attorney. Also in reference to the assessment of property of the A. & N. C. Railroad. They have been unable to arrive at any .definite conclusion but feel sure that the city assessment is too small by forty or fifty thousand dollars. This property is assessed by the county at one hundred and fifty thousand dol lars and' with the exception of about forty-five miles of road it all lays in the corporate limits of the city. We recom mend that the city assessment be in creased from fifty to ninety thousand dollars, and that the matter be referred the Finance Committee and , the City Attorney with power to act under the recommendation as given above. The Committee to whom was referred the investigation of the Will of the lute Mrs. Elizabeth Gooding1, report as fol lows: - ' State of Nohtu Carolina, ,, tountjy of Craven. To the Mayor and Board of L'ounvilmen of the Vitif of Jew Berne: , The undersigned committee, appoint ed by your body to investigate the will of the lato Mrs. Elizabeth Gooding, re spectfully reports: - V - .' lne committee knows no way of plac ing the Board in possession of the proper facts for their consideration other than giving a detailed , statemeut of their actions. ' After investigation of the county ecords the will of Mrs. Goodinsr. de ceased, and the inventory of Mr. E. K, Stanly, the executor and trustee of the estate of the testatrix, were found and are attached hereunto, by copy, and made a part of this report. After some correspondence and con sultation witn Mr. Stanly, tne committee was unable to get possession of- the house on Stanly street, purchased by the said trustee pursuant to the will, for the residence of your present sexton of Cedar Grove (Jemetery, Mr. Russ. l our committee has had many person al interviews with Mr. Stanly asking for an account of his trust. No mfor mation was gained except the fact that the bonds, mentioned in said inventory, were duly and legally funded unto the new interest bearing bonds of the State of North Carolina and the other securi ties also legally invested. The actual value of them your committee has not been able, so far, to find out. After much enquiry, we report, that except the purchase of the house, as residence lor the sexton of (Jertar wroye Cemetery, the Cemetery has received nothing under the provisions or said Willj' -..'. This committee feel it their duty-to recommend to the Board immediate suit for the performance "of the trust and a proper administration thereof by the trustee, but from interviews with said trustee have some reason to think an amicable settlement might bo made, at least a partial settlement, and so re- ipectiully recommend that the matter be recommitted to the committee, or. some committee with instructions to bring suit at the spring term of Craven Superior Court, unless in the opinion of the committee a proper arrangement for a protection of the city's interest can be otherwise made without delay. , . Annual, Meeting of the Stockholders . or the Midland N. C. R. B. The regular meeting of the stockhol ders of the Midland North fJarolina Railway Company was held at the Court House, in the city of New Berne, on the first Wednesday in February 1883, at 11 o'clock, a. m. , j Apple ton Oaksmith, Esq., called the meeting to o. Jer, and stated that it had been called pursuant to the by-law fol lowing, which was adopted at the last annual meeting of the stockholders, held in New Berne, March 30th, 1882: Resolved. That the general annual stockholders meeting of this company shall hereefter be held on the first Wed nesday of February in each year com mencing with the year 1883. He also stated that he had made a de mand on the Secretary of the company to call the meeting in pursuance of said by-law, and to be present and report the accounts and condition of the company whinh was peremptorily refused, i t The meeting was then organized by the election of W. G. Brinsfu. Chair man, and T. H. Mallison, Secretary. Upon motion, a committee Of two, consisting of W. W. Clark and Apple- ton Oaksmith, was appointed to verify proxies. The committee' to verify proxies sub mitted the following report: ' "' ' We find the whole number of shares, entitled to representation, to be 1940, of which there are represented in person and by proxy 1392 shares, by nine stock holders personally present. The con mittee also reported a list of the stock holders present, with the number of shares and votes to which each was en titled. On motion, the report of the committee was adopted. On motion of Hon. C. C. Clark, it was resolved, that when this meeting ad journ, it adjourn to meet at the office of the company, in the city of New Berne, on the 21st day of February, 1883, at 12 o'clock ni. Appleton Oaksmith, Esq., submitted the following resolutions: Whereas, The stockholders of the Atlantic and North Carolina Railroad Company for just and sufficient cause have declared a forfeiture of the lease of its Railroad made to this Company, ana Whereas, It is believed that unless some i amicable arrangement - can be made by the Midland with the Atlantic Company of the isffairs of this corpora tion it will resurt: in its ultimate ruin, therefore Resolved. That a committee of three stockholders be appointed by this meet ing to confer with the Directors of the Atlantic and N. C. Railroad 'Company to ascertain upon what terms if any the said Company will grant a renewal of the Lease or a new lease of its Railroad to this Company. That said committee be instructed1 to formulate any terms which may be proposed and report the cause to an adjourned meeting of the stockholders of this Company. Resolved, turther, that said commit tee is instructed in case no terms for a further lease can be made to ascertain whatcondition said Atlantio Company will agree to for an amicable settlement of its accounts and relations with this Company and report the same to said adjourned meeting. ; Upon motion, the consideration of these resolutions was postponed until the adjourned meeting. ' On motion,, it was resolved that the proceedings of this meeting be pub lished.
