Democrats will not be handicapped by a do-nothing pol icy. A practical and definite policy founded on sound principles will be adopted. The Democrats will be able to go before the country with the same declaration of principle that they presented jri 1870;and in I88O4 ' They will be ' able to claim 1 without 'self-stultification and dis grace that they are for a govern ment of the people, and for the peo ple and by the people. That speech is the platform on which he stands to-day, and his election as Speaker indicates that the Demo- . cratio House will undertake to pass : a wise tariff bill which will receive the approbation of the American people.
