A majority of the ' defaoto" Democratic Executive Committee of Carteret there is no "de jure" execu tive committee in the county state that they have neither attended nor been summoned to attend any meeting of said committee since Mr. Cleveland was elected in November, 1884. The minor ity, consisting of Win. F. Howland, Joseph Pigott and David Pierce, met and passed the resolutions. Mr. Wm. : F. Howland takes the custom house, with Joseph Pigott, Esq., as Deputy. Dear Sir: Your letter of the 7th inet. was forwarded to me here I left the petitions for you and Mr. Pierce, to gether with all the letters, &oM with Senator Ransom' when I left Washing ton. So it is out of my power to com ply with your request and send the copies you want Yours, T. G. Skinner. I quote from Mr. Pierce's card to show the existence of the resolu tions: Mr. Pigott wrote the resolution and signed it as secretary. ' There seems to be some complaint about the action of a majority of our County Executive Committee in endors ing me for Postmaster at this place. There is an old saying, and a very true one, that a drowning man will catch at a straw; and that is the case with those who wish to show the peopleof Carteret county that a majority of the Democrat ic Executive Committee have not en dorsed me . for that position. The faot is there was no call for a meeting of the committee, but there was a majority in town in person and by proxy on the day when the resolution was drawn up. Five of the committee were in my office. I held an endorsement from Mr. Webb, and Mr. Pigot voted for Mr. Russell Willis by proxy. That made seven, and that number is more than usually meet, and it was understood that what was done would be satisfactory to all. Mr. Pigot wrote the resolution And signed it as secretary. Mr. Howland came in, asked if that was a resolution of a majority of the committee, and was told that it was; whereupon he signed it as chairman. Now, if five members of the committee in person, one by proxy and the endorsement of another don't constitute a majority of ten, I would like to know how many it re quires? But they will say there was no call for the meeting. That is true, for there was no authority to call a com mittee together to endorse a man for a local office; but as they were present they did adopt it. That, I claim, is the duty of the local committee. They rep resent Beaufort township, and those outside the patronage of the office have no right to say who shall be Postmaster at Beaufort That I claim is with the business men and Democrats of Beau fort township, v Those, I claim, have also endorsed me. I claim to be a Dem ocrat, I am strictly a party man, believe in party organization, and if I have ever done anything contrary to party organization I am not aware of it. Can my opponent say as much? Central Ex, Committee, ; - ; Raleigh, May 20th, 1882. : This committee hereby publish the plan of organization of the Democratic party compiled from the rules and amendments heretofore adopted by the State Demooratio Executive Committee: TOWNSHIP ORGANIZATION. 1. The unit of county organization shall be the township. In eaoh town ship there shall be an executive com mittee to consist of five active .Demo crate, who shall be elected by the Demooratio voters of the several town ships in meetings called by the county executive committee. ' And said com mittee so elected shall elect one of its members as chairman, who shall pre side at all said committee meetings. 2. The several township executive committees shall convene at the meet ings of the several county conventions, or at any time and place that a majority of them may elect, and shall electa county executive committee, to consist of not less than five members, one of whom shall be designated chairman, who shall preside at all of said committee meetings. ; : 8. In case there shall be a failure on the part of any township to elect its executive committee for the period of thirty days, the oounty executive com mittee shall appoint said committee from the Demooratio voters of said township.' ; . 8. That for the purpose of fully inaugurating this system, the present county executive committees shall con tinue in office until their successors are elected under this system, and shall ex ercise all the functions pertaining to said office under this system of .or ganization.
