The-New Rules of the House, - Washington," Dec. 12 The Committee on Kales completed its work late this afternoon, and will have its report , ready when tlie iIoa.se meets at noon Monday, t .44 .Mr. Morrison's plan for distribute ing the appropriation bills and gen erally amending the rules was adopted by the committee. In fact, all of Mrv Morrison's propositions were accepted, with a very few im material verbal ; amendments, amounting, Speaker Carlisle says, to nothing more 'than interprets ' Mr. Eandall will, oppose the adoption of the. report, but has not determined whether lie will formally submit his views as the minority. , ' Tho Morrison amendments" will be signed by four of the five mem bers of the committee, Messrs. Car- Jisle, Morrison, lloed and Iliscock. The members generally believed tonight that the debate on the com ing report and amendments to be proposed will be so limited that the whole question will be disposed or Dy Wednesday alternoon, or Thursday -at the furthest. The most important feature of Mr; Mor rison's scheme of revision is that the Army and Military bills shall be prepared and reported hereafter by- the. Military Committee; the Naval bill by the Naval Committee; the Consular and Diplomatic bill by the Committee on Foreign Affairs; the Indian bill by the In dian Committee; the PostofQce bill by the I'ostoflice Committee; the Pension bill by the Committee on Invalid 'Pensions; and the Defi ciency, Legislative, .Executive and Judicial, Sundry Civil, Pensions and District of Columbia bills by the Committee on Appropriations. Senators generally regard the proposition of the House to dis tribute the appropriation bills among a number of committees with anything but favor. The members of the Senate Committee on Kales, all of them experienced legislators, are unanimously op posed to the change. The proposed code of Joint Kules adopted yester day by the Senate Committee on Kules, will probably be reported to the Senate on Monday, and it is thought it will be promptly passed and sent to the House. The code embodies three chief propositions, which, if adopted by the House, would, in the opinion of the Senate Committee and Senators generally, rid the House of most of its difficul ties. .The --first is- a -requirement that jthe Speaker's 'table shall be cleared every day by referring all measures and communications upon it to' thfi tKPef committees and thus getting them into the channels of; legislation, at the,'' earliest mo ment. The second, prohibits riders upon' general appropriation bills, and the third requires that daring the last; three 'days of each session preference shall xb given, in each house,f ,to measures 'Which have al ready passed the otbetJioase.
