Government matters, of importance only, were considered. The call for ten millions of United Slates bonds was taken np and the Panel decided with great unanimity not to turn in any order that call. For this peremptory doclinaturt they have but two good reasons. The first is that until some measure is developed in reference to the repeal, of the compulsory act in regard to-the coining of standard dollars they prefer to hold off. 1 The second is like unto it: They have none of the bonds. In structions will be forwarded to the "de partment" to proceed at once to coining cents- That being a useful coin much needed and largely circulated among the members. Our silver man thought there was no sense in such a proceedure and the measure past with his diseent. He thought that a de-cent respect for the secretary of the treasury forbade such action and he wished to be in nocent of the impropriety and when the instructions asap signed bis name will be conspicuously absent. The prominenoe of a newspaper and the in terests which it commands in the daily life of people are very great. It should therefore seek an ever ascending stand ard morally and intellectually. It may not be a matter of indifference to you to know that, even to one of your readers, the Journal seems to have sought and, in an encouraging degree, grown toward this standard. New Berne seems to me to have improved in many directions in the past few years, and I believe this is largely due to the influence of your paper. To my mind, though I may not be perfectly informed, the Graded School and the building which came after it, are the results of the energy and interest which the Jour nal directed toward these ends, which have brought, and are to bring, mani fold blessings to the people of New Berne. The only trouble is that no one is direct ly interested outside of the managers of the Home in forcing a settlement. Gen. We have seldom-'ever heard an address that told sO many vital edu cational axioms in forty-five minutes. The criticism of our system, of public education occupied his . time at some length. His belief in the practicability of the extension of popular' education so that 1 classical and scientific fields would be opened to the pupils of our common schools, makjng every free school house, equal to' out academies, putting suoh studies as geometry, latin, history, botany and aoology into the hands of the ignorant and. poor, gave his audience a lively train of new ideas. Intellectual culture in its true sense, is offered only to. the favored few who are able to attend our high schools and colleges, which is inoompatable with our extensive and intensive political system, and which, would suit such majesties as the Czar and Sultan. The high school must lead the primary and the people must sustain the high school by taxation. The remedy for our defects cannot be found in technical schools. The speaker took up the educated intellect and con trasted it with the untrained, and showed why some almost unaccounable happy results proceed from the former, and why the latter is a cause of so much failure. The most Of his audience were farmers, and he told' them in emphatic language what they rflUBt 1 do to be saved. We write only from memory this morning and cannot recall some of his thoughts which , have perhaps in many of his hearers' gone into 'wise resolutions.
