But all nations have found that government machinery may be use ful in departments where, private enterprise will not suffice; Tience education, the carriage of the mail, the building of roads and bridges; the laying out or parks ana tne im provement of harbors and water ways, are by common consent taken charge of by the central, authorities. This haa been called "State social ism," which in a certain sense it is. Great Britain and France have long had postal savings-banks, and a similar institution is being called for in this country. A monstrous deal of money has been lost through the f ailure of the ordinary savings- banks. It is the industrious poor who suffer in these cases. Were the government the custodian of the funds of the poor, there would be nolos8 of principal or interest, and then all who deposited would be come defenders of the nation. In Germany, Prioce Bismarck has pro vided an insurance fund for the working people, who are taken care of in sickness and old age by a fund to which the working people, their employers, and the government all contribute. Every year more de mands like this are made on the central authority. We are dis posed ' to question the wisdom of what is called paternal government, but, nevertheless, even Democratic governments partake more and more of that character. Demoresrs Monthly. C. Black.
