A prominent Democrat said to me the other day that the leaders of the party must not count poetively Upon a solid Democratic repre sentation in the House from the South He said that the situation at Washing ton was so discouraging to the to the party in the South that it is possible for the Republicans to carry from twelve to fifteen districts. He said that two districts would be lost in Texas' if the lumber features of the tariff bill were adhered to. There is a prospect of three being lost in Louisiana, one in Missis sippi, from two to three in Msssouri.two in Tennessee, tone in Kentucky, one in North Carolina and one in South Caro lina. There is a further prospect of loe inn two m Virginia. These facta are important for the Democrats to consider. The present majority in the House over all is forty' four. A loss of twenty-three districts would pass the majority over to the Re' publicans. The present management of the business affairs of the House is very unsatisiactory. Tne reoord that is now being made up for the next campaign is one that is not at all enoouraging. The first blunder of the Morrison manaee ment was the change made in the House rules. This was done with the avowed purpose of improving the methods of doing business in the House. In reali ty it was done for the purpose of weak euinz me autnoriiv oi Air. uandaii as Chairman of the House Appropriations uommittee. it-was evident from the nrst that such a change would result in an increase of expenditure. The distri oution of the appropriation bills had cm- posed to it every sound business princi ple. In any private business no good manager would think or intrusting tne various ex penditures of his business to different sets of men. He would keep them all under one guiding and direction mind. otherwise there would be no means jof knowing just how much money was spent, and therefore the wildest extrav agance would be certain to be incur red. Taking the lowest possible average of increase this Congress prom ises to increase the expenditures of this year over that of last to the amount of I thirty millions. That will be a terrible load for any party to carry in a convass. Missouri is on of thesolidlvDemocratin States. Until this session it had sent thirteen Democrats out of fourteen Rep resentatives to Con areas and there &r only two Republicans in the deification now. Members of the Missouri delega- i uoq say mat mere is a great deal of dig satisfaction among Democrats in 'Mis soun and It is possible there will he some changes. Bland 'sis a close district and the silver dollar has lost many of its cnarms; ah oi Bland strenoth lies in Callaway County and Callaway County has had no offices yet. Dockery, Burns and Hatch live in close districts, With a constantly increasing population.
