Columbia, S. C, June 8d, 1886. It has been my pleasure to pay a short visit to my friend. Prof. D, B. Johnsop, Superintendent of Publio Schools in the capital city of South Carolina. New Berne owes bim a aeot or gratitude ior his faithful work in establishing her graded school. His work here has been signally successful, ana nenas won gol den opinions throughout tbe State. A visit to his schools, embracing about 1400 pupils, white and colored, and an examination of his two annual reports, and, tha history e( thtv Columbia .graded schools.furniah'graiifylpg evidence that this city has been fortunate in securing the services of a master-workman, as Superintendent! Its educational affairs. Uut my special aim is to give toe re- suite of information obtained as to the way educational matters axe conducted in South Carolina. We may derive hence valuable suggestions in our pres ent troubles in New Bern about tbe conduct of our own graded school. Dif ficulties wa have foend in our towns, about the special discriminating tax, do not exist here, but are all avoided by tbe South Carolina method; Tbe great and distinguishing feature is that no discrimination Is made ' between white and colored in the distribution of the oublioBchoJl (ax, and the organlzatlcn of the schools. There are, of oourse, no mixed schools. Some have been wounded for life and soma have lost their lives. The ques tion now arises, what shall be done to keep the peace in Eastern North Cero linar'r The farmer cannot afford the eight hour system at the present prices of produce, neither is the laboring man satisfied with the present prices of labor. Some relief must be had; something must be done; some one must come to the front and devise some scheme by which the people may be relieved from such a tyrannical oppression. In view of the foregoing facts, and in the ab sence of any relief from othee soarees, we suggest that the quickest and most eatlefactory way of keeping down strikes and d is sent ions among the labor ing classes of Eastern North Carolina ie to make the prices of goods and supplies in conformity to low wages, and in making the suggestion we hereby an nounce to the publio that we propose to ant upon it, and direct everybody, labor ing classes and all, to the great cheap cash store of Humphrey Howard, where they will find a large and com plete stock of groceries and dry goods at Strike prices.
