FIFTH DAY.
The great enow which covered the
ground to tbe depth of six or eight
inches interfered very greatly with tbe
services on Sunday, so much bo indeed
that no services were held anywhere
else than at tbe Methodist church. Here
bishop Granbery preached a most in
structive and helplul sermon from Rom
I, 11, 2. He save special application of
his text to tbe life and demeanor of the
preacher and pastor, as the things of
irudliness were mauifest in the lite and
character of that apostle of God, Paul,
tbe apostle to the Uentiles.
Prof. Heitmaa, of Trinity college,
made the report from that institution.
This report shows that during this year
(1886, fall and spring term.) there have
been 170 different students enrolled,
ngainst 148 for last year. Twelve of
those who have attended this year ex
pect to be preachers of the gospel.

.Rev. Dr. Yates presented the condi
tion of tbe people in the Front street
congregation at Wilmington. A collec-

Rev, L. L. Nash represented Paine
Institute, the colored school at Augusta,
Qa., and earnestly pleaded that the
church in North Carolina shall do its
utmost to put this school upon its feet.
That we shall do our part to meet the
conditions ae offered. by Her. Hoses M.
Payne, of Missouri, that he would give
$25,000 ae an endowment for the school

Mr. Caldwell, of Tennessee, called up
for consideration the Klectoral Count
bill, which was special continuing or
der. Mr. Hatch, of Missouri, anlsg
ooizfd the motion with another provio
ing for consideration of the bill to en
large the powers and duties of the He
pertment of Agriculture.
Tbe House, however, decided by a
vote of 101 to 27 to consider lbe Senate
Electoral Count bill, with proposed
House amendments.
In advocating the bill. Mr. Caldwell,
chairman of the committee having jut is
diction of the subject, explained that
its object was to prescribe the mode id
which lbe count of the electoral vote
was to be made, and to supply an omis
sion which existed in the Constitution
The passage of tbe bill would settle all
questions which arose from lime to time
as to the electoral couDt. It would de
cide that the power to count tbe vote
did not reside in tbe President of tbe
Senaje; that it resided in the two bousrs
of Congress; was cot merely ministerial
power, but power to count and conse
quently to decide tbe legality of votes
to be counted; that the action of tbe
two houses should be separate upon sll
questions arising during the count, but
joint as to the result, thus preserving
the dignity and rights of both bodies,
by conceding to each equal and concur
rent power without merging the lesser
body into tbe numerically greater.
