Tbe House, however, decided by a vote of 101 to 27 to consider lbe Senate Electoral Count bill, with proposed House amendments. In advocating the bill. Mr. Caldwell, chairman of the committee having jut is diction of the subject, explained that its object was to prescribe the mode id which lbe count of the electoral vote was to be made, and to supply an omis sion which existed in the Constitution The passage of tbe bill would settle all questions which arose from lime to time as to the electoral couDt. It would de cide that the power to count tbe vote did not reside in tbe President of tbe Senaje; that it resided in the two bousrs of Congress; was cot merely ministerial power, but power to count and conse quently to decide tbe legality of votes to be counted; that the action of tbe two houses should be separate upon sll questions arising during the count, but joint as to the result, thus preserving the dignity and rights of both bodies, by conceding to each equal and concur rent power without merging the lesser body into tbe numerically greater.
